- Senior Associate (Strategy and Delivery) – Kaduna

- Health Financing Specialist (Internship) – Abuja
HSDF is seeking a highly motivated and results-oriented Health Financing Specialist to support the strengthening and optimization of Drug Revolving Fund (DRF) systems. The role will focus on improving commodity financing, ensuring sustainability, and enhancing access to essential health services.
About the MNH-ASSIST Project
Both roles will contribute to the Maternal and Newborn Health Accelerated Scale-Up of Sustainable Supply Chain Interventions and Systems Transformation (MNH-ASSIST) project. This initiative is designed to improve the availability, accessibility, utilization, and tracking of maternal and newborn health (MNH) commodities across supported health facilities.
The project operates through multi-stakeholder collaboration involving government agencies such as State Ministries of Health (SMoH), State Primary Health Care Development Agencies (SPHCDAs), Drug Management Agencies (DMA/CMS), and various implementing partners including FIELD Intelligence, C4SD, ACEPHAP, TA Connect, SCIDaR, and CHAI.
Key objectives of the project include:
- Strengthening last-mile delivery systems for MNH commodities
- Enhancing state capacity for planning, financing, and execution
- Digitalizing logistics management information systems (LMIS)
- Improving forecasting and quantification of health commodities
- Strengthening Drug Revolving Fund (DRF) systems for sustainability
The project also aims to improve affordability and access to MNH services by leveraging health insurance schemes, government financing mechanisms such as BHCPF 2.0, the HOPE-PHC project, and state-led free MNCH programs.
Key Responsibilities (Health Financing Specialist)
The Health Financing Specialist will provide technical support to key stakeholders, including DRF committees, Drug Management Agencies, and State Health Insurance Agencies. Core responsibilities include:
- Strengthening DRF governance and accountability structures
- Supporting the reactivation and training of DRF committees
- Monitoring committee performance, meeting outputs, and decision-making processes
- Facilitating the review and update of DRF policy manuals
- Leading advocacy for improved financial management practices, including:
- Establishment of dedicated DRF revenue accounts
- Ring-fencing funds for priority MNH commodities
- Adoption of sustainable cost-recovery models
- Prioritization of high-demand MNH commodities during procurement
