Location: Mubi-Yola Axis, Adamawa State
Project: Stabilization and Reconciliation in the Lake Chad Basin (STaR)
Reports to: Program Manager
Duration: 1 Year (with possibility of renewal)
Job Purpose
The Project Officer – Household Economic Strengthening (HES) will lead the planning, implementation, supervision, and quality assurance of household economic strengthening interventions, with a strong focus on Savings and Internal Lending Communities (SILC). The position aims to enhance household income, financial inclusion, and economic resilience through integrated savings, livelihoods, and vocational skills approaches, in line with approved project objectives, donor requirements, and organizational standards.
Key Responsibilities
1. Household Economic Strengthening & SILC Implementation
- Coordinate and oversee Household Economic Strengthening activities, including the establishment, strengthening, and monitoring of SILC groups and vocational skills acquisition activities.
- Maintain accurate, comprehensive, and up-to-date records for all SILC Field Agents, Private Service Providers (PSPs), SILC groups and vocational skills training participants.
- Ensure effective management of SILC groups by Field Agents in line with approved SILC methodology, including savings cycles, loan management, record-keeping, and share-out processes.
- Maintain an accurate database of vocational skills trainees to track progress
2. Capacity Building and Technical Support
- Train, mentor, and provide continuous technical support to SILC Field Agents on SILC best practices, facilitation skills, group governance, and reporting requirements.
- Follow up with vocational skills trainees to track post-training progress
- Conduct regular supervision and monitoring visits to provide on-the-job coaching and ensure quality implementation.
- Support the integration of vocational skills training, income-generating activities, and household livelihood strategies into SILC programming to strengthen household economic resilience.
3. Certification, Standards, and Compliance
- Organize and conduct examinations, assessments, and certification processes for SILC Field Agents and PSPs in line with organizational and donor standards.
- Ensure compliance with SILC operational guidelines, financial accountability procedures, safeguarding, and internal control requirements.
4. Coordination and Stakeholder Engagement
- Liaise with vocational facilitators, service providers, community leaders, and relevant stakeholders to ensure effective coordination, implementation, and sustainability of HES and SILC interventions.
- Promote community ownership, inclusion, and sustainability of economic strengthening activities.
- Support the development of private-sector partnerships to improve market access and post-training opportunities for project participants.
- Promote community ownership, sustainability, and effective exit strategies for HES interventions.
- Participate in check-in and coordination meetings with the project team and other partners.
- Provide weekly activity update and plan to HES Component Lead.
5. Administrative and Financial Management
- Ensure Field Agent claims and reimbursements are accurately recorded in Excel and verified against account details (bank name, account number, and account name) for accuracy and compliance.
- Collate, verify, and submit Field Agent timesheets and related administrative documentation promptly and accurately.
6. Reporting, Learning, and Accountability
- Prepare and submit timely, high-quality activity and programmatic monthly and quarterly narrative reports to the line manager, capturing achievements, challenges, lessons learned, and recommendations.
- Participate in project planning meetings, supervision visits, reviews, and learning sessions as required.
- Contribute to adaptive programming by documenting best practices and lessons learned.
- Participate in joint monitoring visits with the project team.
- Ensure project participants and communities are informed on safeguarding messaging and FCRM channels, at all times.
Required Qualifications and Experience
- Bachelor’s degree in Economics, Development Studies, Social Sciences, Agriculture, Business Administration, or a related field.
- Minimum of 3 years’ experience implementing Household Economic Strengthening, SILC/VSLA, or livelihoods programs, preferably within NGO or humanitarian settings.
- Proven experience in training, mentoring, and supervising community-based facilitators or Field Agents.
- Strong technical understanding of SILC/VSLA methodologies and household livelihood approaches.
- Experience integrating vocational skills or income-generating activities with savings groups is an added advantage.
