🎯 ROLE SUMMARY
The Technical Advisor II – HSS will provide technical leadership for Nigeria FCI activities focused on strengthening health systems at community, facility, district, and national levels.
The role will support the effective integration of FCI-supported hub-and-spoke service delivery models into government health systems.
The successful candidate will work to ensure that service delivery, governance, supervision, quality assurance, supply chain management, and health workforce systems are aligned with and integrated into relevant Ministry of Health structures.
The role will also contribute to workforce development plans, payroll systems, national guidelines, sustainable supervision approaches, and training methodologies implemented through District Health Management Teams.
The Technical Advisor will work closely with government counterparts, implementing partners, and CRS technical teams to design and support health-system strengthening interventions that improve:

🔧 KEY RESPONSIBILITIES
🏥 Health Systems Strengthening
The successful candidate will:
- Provide technical leadership and support to FCI government counterparts and implementing partners on health systems strengthening approaches.
- Promote alignment with national health strategies, standards, policies, and donor requirements.
- Support faith-based and community-supported facilities in meeting Ministry of Health policies, reporting requirements, and technical standards.
- Participate in relevant health-sector technical working groups.
- Assess health facilities and district structures to identify gaps in service delivery, supervision, human resources, and governance.
- Develop practical action plans to address identified health-system gaps.
📊 Supervision & Quality Improvement
The Technical Advisor will:
- Lead technical assistance to strengthen health supervision systems.
- Support joint supervision activities with District Health Management Teams.
- Strengthen performance-review processes.
- Monitor agreed corrective actions and follow up on implementation.
- Support quality-improvement approaches that strengthen service delivery and health outcomes.
📦 Supply Chain Management
The role will also provide technical assistance for strengthening health supply chains by supporting:
- Facility-level forecasting.
- Ordering processes.
- Stock management.
- District-level supply-chain coordination.
- Linkages with national supply systems.
👥 Capacity Building & Technical Assistance
The successful candidate will strengthen the capacity of implementing partners and CRS staff through:

- Experience providing technical assistance to multidisciplinary teams.
