Role Overview
As the Regional Programme & Humanitarian Manager, you will lead and shape humanitarian and development programming across West Africa and the Sahel.
You will drive strategy, partnerships, funding, and programme quality, while promoting the triple nexus approach (humanitarian–development–peace).

Key Responsibilities
🔹 Strategic Leadership & Programme Development
- Develop and implement regional humanitarian strategies
- Lead the Sahel Response Strategy
- Promote locally led and high-quality humanitarian action
🔹 Triple Nexus & Sector Integration
- Integrate humanitarian, development, and peace efforts
- Focus on sectors like:
- WASH (Water, Sanitation & Hygiene)
- Food Security
- Health
- Cash transfer programming
🔹 Resource Mobilization
- Secure funding from donors such as:
- ECHO
- UN agencies
- Dutch Relief Alliance (DRA)
- Lead proposal development and acquisition strategies
🔹 Partnerships & Capacity Building
- Build strong partnerships with local and national NGOs
- Support partners across the full project lifecycle
🔹 Programme & Performance Management
- Oversee regional portfolio delivery
- Manage budgets, monitoring tools, and reporting
- Conduct field visits
🔹 Risk, Compliance & Safeguarding
- Maintain risk registers
- Ensure compliance with donor and organizational standards
- Promote safeguarding and duty of care
🔹 Representation & Advocacy
- Represent Cordaid in:
- UN/OCHA meetings
- Humanitarian clusters
- Donor engagements
- Advocate for locally led humanitarian responses

Requirements
- 🎓 Master’s degree in International Development, Political Science, Business Administration, or related field
- 📊 Minimum 8 years experience in humanitarian/development programming
- 🌍 Strong knowledge of West Africa & Sahel contexts
- 📚 Expertise in:
- Core Humanitarian Standards (CHS)
- SPHERE standards
- Cash transfer programming
- Triple nexus approach
- 💰 Proven experience in fundraising & donor engagement
- 🧠 Strong analytical, financial, and strategic skills
- 🤝 Excellent leadership and partnership management skills
- 🌐 Fluency in English and French
- ✈️ Willingness to relocate to Niamey and travel up to 50%
