International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and alleviating suffering through health care training, relief, and development programs. Program Background

The CORE Group Partners Project is a consortium funded by the United States Department of State. It brings together faith-based and humanitarian international and local organizations to deliver integrated lifesaving health services. These services include vaccination, global health security activities, and urgent health referrals for children and families. They are provided across several countries.

In Nigeria, the project operates through a network of organizations and 2,763 community-based volunteers. These volunteers are coordinated by an in-country secretariat. As part of this initiative, International Medical Corps works in partnership with Royal Heritage Health Foundation and Community Support and Development Initiatives in Borno and Kano States. Together, they support Nigeria’s polio eradication efforts. They do this through vaccination campaigns, outbreak response, active case surveillance, routine immunization, and strengthened surveillance of priority zoonotic diseases.

Job Summary

The Senior Officer, Monitoring and Evaluation will implement the monitoring and evaluation work plan and contribute to improving program quality and performance. The role involves supporting the collection, management, and analysis of program output and outcome data. In addition, the role requires conducting monitoring and evaluation activities in the field.

The position will work closely with program and field teams to ensure effective monitoring systems. It will also strengthen data quality. Moreover, the position will support evidence-based decision making for program improvement.

Key Responsibilities

Monitoring and Evaluation Systems

The Senior Officer will support the implementation of global monitoring and evaluation guidelines at the field level. In addition, the officer will ensure that monitoring tools and templates are properly applied throughout the project cycle. The role involves maintaining indicator tracking tables and supporting database development. It also includes ensuring that monitoring systems effectively capture output, outcome, and impact indicators.

Project Design and Planning

The role includes supporting needs assessments through enumerator training, supervision of field teams, and ensuring data integrity during field-level data collection. The Senior Officer will assist in developing results frameworks, logical frameworks, and indicators for project monitoring.

Data Collection and Field Monitoring

The Senior Officer will organize and lead data collection activities and conduct regular field visits to assess program implementation and identify operational challenges. The role involves designing monitoring tools to track project progress. It also involves detecting implementation bottlenecks.

Data Quality Management

The position will conduct periodic data quality audits and routine on-site verification at community and facility levels. The Senior Officer will identify and address data quality issues. The officer will also ensure that appropriate strategies are implemented to maintain high-quality monitoring data.

Sampling and Research Methods

The role requires applying appropriate sampling techniques including random sampling and systematic sampling for surveys and evaluations. The Senior Officer will also use qualitative and quantitative research methods such as interviews, focus group discussions, key informant interviews, and direct observation. These methods will support monitoring activities.

Mobile and Manual Data Collection

The Senior Officer will support the implementation of digital data collection systems using tools such as Kobo Toolbox and other mobile data platforms. Responsibilities include configuring devices, troubleshooting data collection systems, and ensuring safe storage and transfer of collected data.

Data Analysis and Reporting

The role includes cleaning and analyzing quantitative and qualitative data using tools such as Microsoft Excel pivot tables or other statistical software. The Senior Officer will interpret findings and prepare reports, presentations, and summaries to support program decision-making and donor reporting.

Evaluation and Learning

The Senior Officer will contribute to evaluation design and coordinate field activities related to internal and external evaluations. The officer will also support participatory evaluation approaches involving communities. In addition, the role will contribute to lessons learned workshops, success stories, and knowledge-sharing initiatives.

Capacity Building and Training

The position will provide training and mentoring to program staff, enumerators, and monitoring teams on monitoring and evaluation concepts, data collection methods, and digital data collection tools. The role also includes supporting teams to assess training effectiveness through analysis of pre- and post-training assessments.

Cross-Cutting Themes

The Senior Officer will ensure that monitoring systems consider the needs of vulnerable populations, including women, children, and persons with disabilities. The role will also support gender analysis and assessments and monitor community dynamics through regular field visits.

Minimum Qualifications

Candidates should possess a Bachelor’s Degree or higher in Social Sciences, Public Health, Statistics, International Development, or a related field. Relevant experience in monitoring and evaluation, epidemiology, public health, or health information management is required. Equivalent combinations of education and professional experience may also be considered.
