Job Summary
The Officer, CGPP Surveillance – Health will oversee surveillance activities and ensure the effective implementation of surveillance-related programs. The role requires close collaboration with local implementing partners and surveillance working groups. In addition, other key stakeholders may be involved as directed.
The position holder will be responsible for managing and overseeing surveillance activities and maintaining associated databases. The role includes supporting specialized surveillance systems while ensuring full implementation of the Surveillance Work Plan. Furthermore, the role requires the ability to perform all essential duties with or without reasonable accommodation.
Key Responsibilities
Surveillance Coordination and Implementation
The Officer will assist in coordinating Integrated Disease Surveillance and Response activities to support the State Epidemiologist and the Disease Surveillance Notification Officer Coordinator. The role includes supporting outbreak investigations with LGA surveillance officers. These efforts occur within the health emergencies program.
Data Analysis and Public Health Intelligence
The position involves collaborating with partners and team members to conduct real-time analysis of outbreak intelligence data collected from multiple sources, including non-health sectors. This analysis supports epidemic detection and forecasting. The Officer will also conduct public health intelligence activities through systematic information gathering. This process is intended to strengthen outbreak detection systems.
Capacity Building and Technical Support
The Officer will support the development and strengthening of surveillance teams by organizing training on field investigation, detection, data management, and rapid response to epidemics and health outbreaks. The role includes contributing to the development of technical documents, tools, and indicators for integrated disease surveillance. These activities will take place at subnational and community levels.
Field Supervision and Monitoring
The position requires regular field supervision visits to assess the implementation of surveillance activities, identify operational gaps, and recommend corrective actions based on key performance indicators. The Officer will also support monitoring and evaluation visits in collaboration with the MEAL team. This support helps to provide technical guidance and feedback.
Stakeholder Engagement and Coordination
The Officer will work closely with national and local health authorities and collaborate with international health partners including the World Health Organization and other non-governmental organizations. These collaborations will help strengthen surveillance, rapid assessment, and response to epidemic-prone diseases. The role also involves maintaining regular coordination with the Ministry of Health and other partners. This is to ensure timely implementation of surveillance activities.
Reporting and Documentation
The Officer will support the technical review of surveillance reports and documentation related to disease outbreaks and health emergencies. The role includes assisting with the maintenance of updated line lists for Acute Flaccid Paralysis cases across LGAs. In addition, the Officer will support the preparation of timely reports, field notes, and success stories in collaboration with the communications team.
The Officer will also maintain communication with partner organizations involved in AFP surveillance and undertake other surveillance-related responsibilities assigned by the supervisor.
Minimum Qualifications
Candidates should possess a Bachelor’s Degree in Epidemiology, Social Sciences, Public Health, or a related field. A Master’s Degree in Public Health will be considered an advantage.
Applicants should demonstrate strong technical knowledge in public health, epidemiology, infectious disease surveillance, outbreak investigation, and data management. This should include the analysis and interpretation of infectious disease surveillance data.
Candidates must have at least three years of relevant professional experience at the state level, particularly in surveillance of infectious diseases and vaccine-preventable diseases.
Applicants should be proficient in computer applications including Microsoft Excel, Word, PowerPoint, and Epi Info or similar software used for epidemiological analysis. In addition, understanding of local communities and cultural contexts in operational states and the ability to communicate fluently in Hausa are required.
The role requires strong written and verbal communication skills in English, strong organizational abilities, and the capacity to manage multiple activities and deadlines effectively. Candidates should also be willing to travel and work in challenging environments including remote rural areas. Furthermore, they must demonstrate the ability to work effectively within multicultural and team-based settings.
