About the Role
ActionAid Nigeria is seeking experienced consultants (or firms) to conduct an endline evaluation for the Strategic Partnership Programme II (SPA II) and MOVE Project. The evaluation will assess programme impact, effectiveness, and sustainability across multiple states in Nigeria.
Project Focus Areas
- Expanding democratic space and access to public services
- Promoting sustainable livelihoods and climate accountability
- Strengthening youth-led advocacy and resilience programmes
Key Responsibilities
- Conduct inception meetings and desk reviews
- Design evaluation methodology and data collection tools
- Train enumerators and supervise data collection
- Carry out surveys, KIIs, FGDs, and field visits
- Analyse quantitative and qualitative data
- Apply feminist and intersectional evaluation approaches
- Develop comprehensive evaluation reports and recommendations
Requirements
- Advanced degree (Master’s/PhD) in Social Sciences, Development Studies, Public Policy, or related field
- Minimum of 7 years experience in programme evaluation
- Strong expertise in:
- Feminist leadership and intersectional analysis
- Climate justice and youth-led development
- OECD-DAC evaluation criteria and Outcome Harvesting
- Excellent analytical, reporting, and presentation skills
- Experience with donor-funded programmes (e.g., DANIDA) is an advantage
- Fluency in English and at least one local language
Methodology Approach
- Mixed methods (quantitative & qualitative)
- Surveys, stakeholder analysis, KIIs, FGDs
- Outcome Harvesting and cost-effectiveness analysis
- Gender- and age-disaggregated data analysis
Key Deliverables
- Inception report and methodology
- Data collection tools and datasets
- Draft & final evaluation reports (35–50 pages)
- Cost-effectiveness analysis report
- Summary findings and presentation slides
