Background

Bridge for Women Development Initiative (BOWDI) is a national non-governmental organization committed to promoting gender equality, protection, and community empowerment through humanitarian and development interventions across the BAY States (Borno, Adamawa, and Yobe). To ensure efficient programme delivery and strong operational support, BOWDI seeks to recruit a Procurement and Logistics Officer to strengthen its supply chain, procurement, and logistics systems.

Purpose of the Role

The Procurement and Logistics Officer will be responsible for managing procurement processes, logistics operations, asset management, and inventory control in line with BOWDI policies and donor requirements. The role ensures timely, cost-effective, and compliant procurement of goods and services while supporting safe and efficient programme implementation.

Key Responsibilities

1. Procurement Management

  • Implement procurement activities in line with BOWDI policies and donor guidelines.
  • Prepare and manage procurement plans, RFQs, ITBs, and contracts.
  • Conduct supplier sourcing, evaluation, and selection to ensure value for money.
  • Maintain an updated vendor database and procurement documentation.
  • Ensure transparency, accountability, and proper segregation of duties in procurement processes.

2. Logistics & Supply Chain Management

  • Coordinate transportation, warehousing, and distribution of programme supplies.
  • Ensure timely delivery of goods to field locations.
  • Manage fleet operations, fuel tracking, and vehicle maintenance schedules.
  • Support movement planning in coordination with security and programme teams.

3. Asset & Inventory Management

  • Maintain accurate asset registers and inventory records.
  • Conduct regular physical stock counts and asset verification exercises.
  • Ensure proper tagging, storage, and disposal of assets in line with policies.
  • Support handover and documentation for issued assets.

4. Compliance & Reporting

  • Ensure procurement and logistics activities comply with organizational policies and donor requirements.
  • Prepare procurement and logistics reports for management and donors.
  • Support internal and external audits by providing required documentation.
  • Identify risks and recommend mitigation measures within the supply chain.

5. Coordination & Support

  • Work closely with programme, finance, and security teams to support smooth operations.
  • Support field teams with logistics planning and emergency procurement when required.
  • Contribute to continuous improvement of procurement and logistics systems.

Qualifications and Experience

  • Bachelor’s degree in Procurement, Logistics, Supply Chain Management, Business Administration, or a related field.
  • Minimum of 3–5 years’ experience in procurement and logistics within humanitarian or development organizations.
  • Strong knowledge of procurement procedures, asset management, and logistics operations.
  • Experience working in Northeast Nigeria is a strong advantage.
  • Proficiency in Microsoft Office (Excel, Word) and inventory management tools.
  • Good understanding of donor compliance and audit requirements.

.position: Humanitarian Access, Safety and Security Officer (HASSO)

To strengthen its security risk management and humanitarian access mechanisms, BOWDI seeks to recruit a Humanitarian Access, Safety and Security Officer (HASSO) to support field operations and ensure safe program delivery.

Purpose of the Role

The Humanitarian Access, Safety and Security Officer will support the implementation of BOWDI’s safety and security policies, conduct risk assessments, monitor security threats, and facilitate safe humanitarian access across all operational locations. The role works closely with the Senior HASSO to promote a strong safety culture and ensure compliance with organizational security standards.

Key Responsibilities

1. Risk Management & Security Analysis

  • Conduct regular Security Risk Assessments (SRAs) and threat analysis across operational LGAs.
  • Support the review and updating of Security Management Plans (SMPs) and contingency plans.
  • Monitor, analyse, and report emerging security threats and trends.
  • Maintain and update risk matrices for all field locations.

2. Humanitarian Access Coordination

  • Facilitate safe access by maintaining effective relationships with military, police, CJTF, community leaders, and humanitarian partners.
  • Represent BOWDI at coordination forums including  UNDSS, and Local Coordination Group meetings.
  • Support staff movement planning, clearance requests, and mission tracking.

3. Operational Safety & Security

  • Implement and monitor safety measures at offices, safe spaces, and staff accommodations.
  • Supervise security guards and enforce access control procedures.
  • Conduct facility inspections to ensure compliance with physical security, fire safety, and first aid standards.
  • Support emergency preparedness and drills (evacuation, hibernation, fire, and first aid).

4. Reporting & Documentation

  • Maintain up-to-date security incident logs and submit timely situation reports.
  • Draft security advisories, alerts, and briefings as required.
  • Contribute to post-incident reports and lessons learned documentation.

Qualifications and Experience

  • Bachelor’s degree in Administration, Security Management, Disaster Risk Management, International Relations, or a related field.
  • Minimum of 3–5 years’ experience in humanitarian safety and security, preferably within Northeast Nigeria.
  • Prior experience in military, police, or humanitarian operations is an added advantage.
  • Strong knowledge of security dynamics in the BAY States.
  • Proven skills in risk assessment, contingency planning, and stakeholder engagement.
  • Excellent communication and report-writing skills.
  • Proficiency in Microsoft Office, HF radios, GPS, and basic mapping tools (QGIS).
  • Fluency in English and HausaKanuri is an added advantage.
