Sightsavers is inviting expressions of interest from qualified consultants to conduct a Gender Equality, Disability and Social Inclusion analysis for an IT skills training and employment programme. This programme is being implemented across selected African countries. The consultancy will support programme design aimed at improving access to dignified employment opportunities for young people with disabilities.
The consultancy is part of a five year programme focused on strengthening digital skills and employability among young people with disabilities. The initiative seeks to address barriers that prevent young women and men with disabilities from accessing training opportunities. Additionally, it aims to help them participate in the labour market. The analysis will help generate insights that guide programme implementation, training design, community engagement and policy advocacy.
The assignment will be conducted in four countries including Nigeria, Ghana, Kenya and Zambia. Consultants are required to apply for only one country. One consultant or consulting team will be selected for each location. The consultancy will run from 8 April to 31 July 2026. There is an estimated workload of 34 working days during this period.
The overall objective of the consultancy is to conduct a country level Gender Equality, Disability and Social Inclusion analysis. This analysis will identify structural, social and behavioural factors influencing access to digital skills training and employment for young women and men with disabilities. The analysis will apply an intersectional approach to examine barriers and opportunities at individual, household, community, institutional and policy levels.
Key responsibilities include conducting primary and secondary research and analysing gender and disability related barriers to participation in digital skills programmes. In addition, responsibilities include identifying strategies that promote participation in the digital economy and developing recommendations that inform a Gender and Disability Action Plan for the programme. The analysis will also include behaviour analysis to understand motivations, social norms and enabling conditions influencing training participation and employment outcomes.
Applicants should possess a Master’s degree in Gender Studies, Disability Studies, Development Studies, Public Policy or a related field. Candidates must demonstrate strong experience conducting Gender Equality or Social Inclusion analysis and developing related strategies and action plans. Moreover, experience in social behaviour change programming, youth empowerment initiatives, participatory research and producing high quality analytical reports is required.
Interested consultants must submit an expression of interest including a technical proposal, financial proposal, relevant curriculum vitae and examples of previous similar work.
