Job Summary
The Senior Officer, Country Programs will support the successful implementation of program activities within the country mission. Under the direction of the supervisor, the role will ensure that project goals and outcomes are achieved on schedule and in compliance with international program guidelines, donor requirements, and organizational policies. The position also supports the development and implementation of country mission program activities in coordination with relevant stakeholders.
Key Responsibilities
Program Planning and Implementation
The Senior Officer will review existing monitoring and evaluation systems and support the development of improved systems that ensure quality program implementation and reporting. The role includes providing technical guidance to program staff to ensure effective implementation and reporting of programs, grants, and contracts.
Program Monitoring and Reporting
The position will monitor project progress and identify issues that may affect program performance, recommending appropriate adjustments when necessary. The Senior Officer will also contribute to program reports and coordinate the preparation of grant-related documentation when requested by senior management.
Coordination and Communication
The role includes coordinating weekly meetings with national program staff and maintaining regular communication with the supervisor and country mission team to ensure program activities and objectives are clearly communicated. The Senior Officer will also respond to donor inquiries regarding program activities when directed.
Proposal Development and Donor Engagement
The Senior Officer will support the development of new project proposals for institutional and private donors and help identify potential funding opportunities. The role may also assist in securing donor meetings for the Country Director.
Team Support and Capacity Building
The position will work with the Human Resources department to support recruitment of program staff, strengthen technical and planning capacities, and assist with staff development initiatives. The Senior Officer will mentor program implementation teams to ensure expected results are achieved on time and within established quality standards.
Stakeholder Engagement
The role may involve engagement with national government institutions and relevant agencies when required. The Senior Officer may also provide support to field programs when necessary and undertake additional responsibilities assigned by the supervisor.
Minimum Qualifications
Applicants should possess a Master’s Degree in Public Health, International Development, or a related field. Candidates should have at least four years of experience in program design and evaluation. This must include at least one year of experience working in developing countries or resource-constrained environments. Alternatively, an equivalent combination of education and experience is acceptable.
Candidates should demonstrate familiarity with international humanitarian operations, coordination structures, and the mandates of donors, United Nations agencies, and non-governmental organizations. Strong cross-cultural awareness and an understanding of global health challenges are essential.
Applicants should possess strong decision-making abilities, sound judgment, and the ability to work independently with minimal supervision. The role requires flexibility and the ability to work effectively in high-pressure environments. Strong interpersonal skills and the ability to motivate local staff are essential.
Candidates should be proficient in computer applications including Microsoft Word and Microsoft Excel. Knowledge of Microsoft PowerPoint will be considered an advantage. Excellent written and verbal communication skills in English are required. The ability to collaborate effectively with donors, partner organizations, and internal departments is also necessary.
