Roving Senior Digital and Innovation Officer – Plateau (Roving Role)

COOPI – Cooperazione Internazionale is currently recruiting a highly skilled professional for the role of Roving Senior Digital and Innovation Officer. This position is based in Plateau State with regular field assignments across Benue, Katsina, and Kaduna, supporting multi-state project implementation through digital and innovative solutions.

Job Overview

The Roving Senior Digital and Innovation Officer will lead and coordinate the integration of digital tools and innovative approaches into infrastructure and development projects across four states. The role is central to enhancing programme effectiveness, strengthening monitoring systems, improving community engagement, and promoting adaptive learning through technology.

Key Responsibilities

1. Digital Innovation & Technology Integration

  • Lead the identification and deployment of digital solutions to improve project delivery and monitoring
  • Support integration of systems such as GIS mapping, mobile data collection tools, asset tracking systems, and smart infrastructure technologies
  • Promote innovative approaches including renewable energy systems, digital payments, and climate-smart technologies
  • Strengthen women and youth participation through technology-enabled solutions

2. Programme Coordination & Field Support

  • Provide technical and operational support across all project states
  • Conduct regular field visits to monitor progress and resolve implementation challenges
  • Collaborate with Infrastructure, MEAL, and Communication teams to ensure innovation is embedded across activities
  • Support pilot initiatives and document lessons for scale-up

3. Data Management, Learning & Adaptive Programming

  • Support digital data systems for collection, analysis, visualization, and reporting
  • Promote real-time data use for evidence-based decision-making
  • Coordinate learning reviews and document best practices and case studies
  • Contribute to programme planning, reporting, and evaluation processes

4. Stakeholder Engagement & Capacity Building

  • Engage with government agencies, private sector actors, and innovation partners
  • Provide training and mentorship to staff and community stakeholders on digital tools
  • Support awareness campaigns on new technologies introduced within the project

5. Communication & Visibility

  • Work with the Communication team to develop digital content, including dashboards, photos, and videos
  • Support storytelling and dissemination of innovation successes and impact

Expected Deliverables

  • Functional digital and innovation systems integrated into project operations
  • Regular field coordination visits across all states
  • Documented innovation pilots and lessons learned
  • Operational digital monitoring and reporting tools
  • Capacity-building sessions conducted for staff and communities
  • Timely submission of reports, updates, and innovation briefs

Qualifications & Experience

Candidates must meet the following criteria:

  • Bachelor’s degree in Information Technology, Engineering, GIS, Data Management, Development Studies, or a related field
  • Postgraduate qualification is an added advantage
  • Minimum of 5 years of relevant experience in digital innovation, ICT4D, or programme coordination
  • Experience in humanitarian, infrastructure, or development programmes
  • Proven experience implementing digital tools in field-based environments
  • Experience working in fragile or conflict-affected areas is desirable

Skills and Competencies

  • Strong understanding of digital tools, innovation systems, and adaptive programming
  • Experience with GIS tools, dashboards, and mobile data platforms
  • Excellent coordination, facilitation, and stakeholder engagement skills
  • Strong analytical, problem-solving, and communication abilities
  • Ability to work independently across multiple field locations
  • Excellent report writing and documentation skills

Language Requirements

  • Fluency in English is required
  • Knowledge of local languages in project areas is an advantage
