About the Assignment
The consultant will support a state-level Nutrition Ecosystem Assessment aimed at understanding the system-level factors influencing nutrition outcomes across selected Nigerian states. The assignment forms part of a broader multi-state analysis applying the WHO Health Systems Strengthening framework to identify key enablers and bottlenecks in nutrition service delivery.
The assessment uses a mixed-methods approach, combining qualitative consultations, document reviews, and quantitative data analysis to generate actionable insights on nutrition system performance.
Scope of Work
Stakeholder Engagement & Coordination
- Validate and refine stakeholder lists
- Engage government ministries and agencies to obtain approvals
- Coordinate with State Ministries of Health and nutrition focal persons
- Schedule and manage interviews and consultations
Qualitative Data Collection
- Conduct Key Informant Interviews (KIIs) with government officials, implementing partners, and technical experts
- Facilitate structured consultations where needed
- Document findings using standardized templates across key health system domains
Document Review
- Collect and analyze state-level nutrition policies, reports, and strategies
- Extract key information using structured tools
Quantitative Data Analysis
- Extract nutrition-related data from sources such as DHIS2 and state dashboards
- Triangulate quantitative data with qualitative findings
- Document data sources, gaps, and limitations
Reporting & Insight Generation
- Compile structured findings using provided templates
- Produce a concise state-level insight brief
- Highlight key system enablers, challenges, and priority issues
- Participate in clarification and feedback sessions
Deliverables
- Stakeholder engagement and consultation log
- Completed Key Informant Interview summaries
- Document review and data extraction templates
- Extracted and referenced quantitative dataset

Requirements
Education:
- Advanced degree in Public Health, Nutrition, Health Systems, or related field
Experience:
- 7–10 years in public health, nutrition, or health systems work
- Experience in mixed-methods research or assessments
- Familiarity with Nigeria’s health and nutrition systems
- Experience engaging government and development partners
Skills:
- Strong qualitative and quantitative analysis skills
- Excellent report writing and synthesis ability
- Strong stakeholder engagement and facilitation skills
- Familiarity with health systems strengthening frameworks
Reporting Line
The consultant will report to the VillageReach Nigeria Country Team Lead and work closely with technical teams providing tools, frameworks, and guidance.
