POSITION OVERVIEW

The Safety & Security Officer will support NI-ABAE in monitoring and managing safety and security risks across its operational locations.

The successful candidate will conduct security assessments, monitor compliance with security procedures, document and report incidents, and engage relevant stakeholders to obtain timely security information for safe programme implementation.

The role requires a highly organised, proactive and adaptable professional who can respond effectively to changing security situations and undertake frequent field visits, including at short notice.

KEY RESPONSIBILITIES

STAFF COMMUNICATION

  1. Maintain regular communication with Field Managers and Field Officers.
  2. Contact high- and medium-risk-rated clinics to obtain security updates.
  3. Follow up with Field Officers to confirm receipt of security advisories.
  4. Prioritise high- and medium-risk clinics, with each clinic in the Funtua Zone contacted twice weekly.
  5. Document special security reports received from staff and notify the Security Manager where necessary.
  6. Confirm security incidents reported by staff.

STAKEHOLDER COMMUNICATION

  1. Contact security network stakeholders and community gatekeepers for security updates.
  2. Contact relevant stakeholders one day before scheduled clinic activities.
  3. Escalate reports indicating heightened risks to visiting staff to the Security Manager.
  4. Register relevant reports on myDay to support decisions regarding staff movement and safety.
  5. Prioritise communication with high- and medium-risk clinics.

SECURITY INCIDENT REVIEW

  1. Review reported low-risk security incidents.
  2. Contact staff directly to clarify incident details.
  3. Provide recommendations where necessary.
  4. Assign appropriate follow-up actions to Field Managers.

SECURITY REPORTING

  1. Draft security reports.
  2. Assign and track required actions.
  3. Confirm actions taken following reported security concerns.
  4. Escalate significant issues through the appropriate security management structure.

SECURITY ASSESSMENTS

  1. Assist the Security Manager and Assistant Security Manager with security assessments of operational clinics and LGAs.
  2. Conduct assessments through field visits and information gathering.
  3. Assess the security of hotels, training venues and car-hire vendors.
  4. Accompany Field Officers to clinics to assess compliance with security measures and identify training gaps.
  5. Support security training decisions and delivery.
  6. Support expatriate visits to Nigeria as assigned by the Assistant Security Manager, Security Manager or Security Director.

INCIDENT MANAGEMENT

  1. Take initial action when security incidents occur.
  2. Report incidents to the Assistant Security Manager and Security Manager.
  3. Report critical incidents directly to the Security Director when required.
  4. Perform delegated duties during critical incident management under the guidance of the Security Manager.

QUALIFICATIONS AND EXPERIENCE

  1. B.Sc. or equivalent qualification in a Social Sciences discipline.
  2. Minimum of 2 years’ experience in a similar security role within an NGO or humanitarian organisation.
  3. Strong oral and written communication skills in English.
  4. Experience conducting security assessments and context analysis is desirable.
  5. Previous experience in the military or paramilitary/security forces is preferred but not mandatory.

  6. Willingness to undertake frequent field missions, including at short notice.
  7. Strong attention to detail.
  8. Critical-thinking and problem-solving skills.
  9. Strong security assessment and contextual analysis abilities.
  10. Excellent communication and report-writing skills.
  11. Good responsiveness to email and phone requests.
  12. Proficiency in Microsoft Word, Excel, internet browsers, smartphones and general ICT tools.
  13. Knowledge of Google Docs, Google Sheets and AppSheet is an advantage.
  14. Ability to work effectively within a young, fast-growing and lean organisation.
  15. Commitment to accountability, diligence, planning and effective time management.

LANGUAGE REQUIREMENTS

  1. Proficiency in English, including conversation, reading and writing, is required.
  2. Hausa proficiency is required for the role.
  3. Knowledge of local languages spoken in Niger State is an added advantage.

LOCATION REQUIREMENT

The successful candidate must be willing to reside in Niger State and may be required to live in any of the state’s LGAs based on operational needs.
