Department Overview
The Finance Department plays a critical role in managing all financial operations, including:
- Accounting and financial reporting
- Budgeting and payroll management
- Banking and payments
- Grant financial management and compliance
The department ensures strict adherence to donor regulations and internal policies while supporting program teams to achieve efficient and transparent use of resources.
Position Summary
The Finance and Compliance Officer will work under the supervision of the Deputy Finance and Compliance Manager and will be responsible for maintaining accurate financial records and overseeing the full monthly accounting cycle.
This role is central to ensuring financial integrity, compliance, and accountability across all operations, while also providing leadership and supervision to finance staff.
Key Responsibilities
1. Financial Management & Accounting
- Manage the complete monthly accounting cycle
- Ensure accuracy and completeness of financial records, ledgers, and journals
- Review and upload sub-journals into the general ledger
- Prepare revenue recognition and closing journal entries
- Maintain and update accounting software systems and project accounts
2. Compliance & Internal Controls
- Ensure compliance with donor requirements and Mercy Corps policies
- Oversee proper documentation and safeguarding of financial records
- Identify errors and coordinate corrective actions
- Support responses to audits and statutory requirements
3. Cash & Treasury Management
- Monitor cash and bank balances across offices
- Oversee daily cash counts
- Coordinate cash flow requests from field offices
- Prepare consolidated financial requests for headquarters
4. Team Supervision & Leadership
- Supervise and manage the Finance Assistant
- Provide coaching, mentoring, and performance feedback
- Support recruitment and onboarding of finance staff
- Foster a collaborative and high-performing team environment
5. Training & Capacity Building
- Train finance staff across field offices
- Provide ongoing technical support and guidance
- Conduct field visits where necessary
6. Reporting & Documentation
- Ensure accurate and timely financial reporting
- Maintain organized filing systems for all financial records
- Support audit preparation and ensure audit readiness
7. Coordination & Collaboration
- Work closely with program, HR, and operations teams
- Engage with headquarters finance teams
- Support cross-departmental financial planning and execution
Requirements
Education
- Bachelor’s degree or HND in Accounting or a related field
Experience
- Minimum of 2 years’ experience in general ledger accounting
- Experience working with an international NGO is an advantage
Skills & Competencies
- Strong understanding of accounting principles and compliance standards
- Ability to manage multiple tasks and meet deadlines
- Strong analytical and problem-solving skills
- High level of integrity and attention to detail
Technical Skills
- Proficiency in general ledger and accounting software
- Advanced knowledge of Microsoft Excel and MS Office tools
Language
- Excellent written and spoken English
Supervisory Responsibility
- Direct supervision of the Finance Assistant
Reporting Line
- Reports To: Deputy Finance and Subaward Manager
- Works With: Finance teams, program staff, HR, operations, and HQ finance units
