Position Summary
The Cash Program Officer is a field-based role responsible for implementing cash transfer programs across targeted locations in Borno State.
Working under the supervision of the Cash Program Manager, the officer will:
- Plan, implement, and monitor cash-based interventions
- Ensure transparent and accountable delivery of cash assistance
- Engage directly with communities and stakeholders
This role requires spending significant time in the field to ensure effective program execution.
Key Responsibilities
1. Program Implementation
- Oversee cash transfer activities in assigned locations
- Ensure program delivery aligns with project objectives and guidelines
- Participate in all stages of implementation including targeting, registration, and monitoring
2. Beneficiary Management
- Support community-based targeting and selection processes
- Coordinate beneficiary registration and verification
- Maintain accurate beneficiary databases
3. Cash Disbursement & Monitoring
- Organize and monitor cash disbursement processes
- Coordinate with financial service providers
- Ensure transparency and compliance with IRC procedures
4. Community Engagement
- Conduct sensitization sessions to inform beneficiaries about program objectives and entitlements
- Work closely with community leaders and stakeholders
- Promote accountability and feedback mechanisms
5. Data Management & Reporting
- Support data collection, entry, cleaning, and analysis
- Prepare weekly and monthly reports
- Document progress, challenges, and success stories
6. Monitoring, Evaluation & Learning (MEAL)
- Support post-distribution monitoring
- Assist with baseline and endline assessments
- Ensure feedback and complaint mechanisms are functional
7. Program Development
- Contribute to proposal writing and project design
- Assist in budget tracking and planning
- Support donor reporting requirements
Team Management & Collaboration
- Supervise community volunteers and incentive workers
- Promote teamwork and staff well-being
- Maintain strong working relationships with internal teams (Finance, Supply Chain, MEAL)
Key Working Relationships
- Reports To: Cash Program Manager
- Technical Oversight: ERD Technical Coordinator
- Internal Collaboration: Finance, MEAL, Supply Chain, and Program teams
- External Engagement: Community leaders, stakeholders, and service providers
Requirements
Education
- Degree in a relevant field (e.g., Economics, Development Studies, Social Sciences, Agriculture)
Experience
- Minimum of 3 years post-NYSC experience in Food Security & Livelihoods
- At least 2 years of experience in Cash Transfer Programming
- Experience with e-vouchers or digital payment systems is an advantage
Technical Skills
- Strong experience in:
- Market assessments and feasibility studies
- Beneficiary targeting and registration
- Post-distribution monitoring
- Data analysis and report writing skills

- Ability to multitask and meet deadlines
- Problem-solving and analytical thinking
Languages
- Fluent in English
- Knowledge of Hausa and Kanuri is an added advantage
