Consultancy Opportunity: Program Management Consultant (3 Positions)
Malaria Consortium is recruiting three Program Management Consultants to support the implementation and evaluation of an integrated Seasonal Malaria Chemoprevention (SMC) and Routine Immunisation (RI) intervention across selected states in Nigeria.
Established in 2003, Malaria Consortium is a leading international non-profit organization focused on the prevention, control, and treatment of malaria and other communicable diseases. The organization delivers evidence-based public health programmes aimed at improving health outcomes and strengthening health systems across Africa and Asia.

Purpose of the Consultancy
The consultancy focuses on two main components:
- Project Management Support – overseeing the pilot SMC–RI integration project cycle from initiation to closure
- Monitoring, Evaluation and Learning (MEL) Support – ensuring robust data collection, analysis, and documentation to guide programme improvement, policy dialogue, and potential scale-up
Consultants will operate strictly within approved protocols and will not be responsible for direct implementation or protocol design.
Key Objectives
The consultant will support the full project lifecycle, including planning, execution, monitoring, and reporting to ensure achievement of project objectives within scope, time, and budget. Key responsibilities include:
- Supporting budgeting, activity rollout, payments, and financial reporting
- Coordinating quarterly and final narrative and financial reports with MEL teams
- Managing project dissemination and closure activities
Scope of Work
The assignment includes:
- Conducting baseline and formative assessments, including caregiver and health facility readiness studies
- Supporting monitoring during SMC cycles and documenting operational challenges and adaptations
- Carrying out endline assessments and comparative analysis across implementation approaches
- Managing high-quality data collection, validation, and secure storage
- Conducting quantitative and qualitative data analysis to generate actionable insights
- Producing technical reports, briefs, and presentations for stakeholders
Methodology
The consultancy will apply a mixed-methods approach, including:
- Baseline and endline surveys
- Routine monitoring and per-cycle assessments
- Review of DHIS2 and SMC campaign data
- Qualitative interviews with caregivers, health workers, and supervisors
Deliverables
- Baseline and formative assessment report (including facility readiness assessment)
- Per-cycle monitoring briefs
- Endline evaluation report with comparative analysis
- Final consolidated technical report with scale-up recommendations
- Training and capacity-building for State M&E Officers
Requirements
- Postgraduate degree in Public Health, Epidemiology, Health Economics, or related field
- Minimum of 8 years’ experience in public health monitoring and evaluation
- Experience leading large-scale surveys and system evaluations
- Strong analytical and report-writing skills
- Experience working in resource-constrained settings
