Job Title:
CASH Officer (Internal Only)
Locations:
Monguno, Maiduguri, Magumeri, and Dikwa – Borno State
Job Purpose:
The CASH Officer will be responsible for the design, implementation, and monitoring of cash-based intervention programs. The role ensures that vulnerable populations receive assistance in a manner that is dignified, efficient, and market-supportive, while maintaining strict accountability and compliance with financial procedures.
Key Responsibilities:
1. Feasibility & Market Assessment:
- Conduct market price monitoring and supply chain analysis to assess local market capacity
- Evaluate digital infrastructure (mobile money systems, banking access) to determine the most suitable cash delivery mechanisms
2. Implementation & Distribution:
- Manage the full cash distribution process, including beneficiary registration and identity verification
- Coordinate with Financial Service Providers (FSPs) such as banks, mobile operators, and internal finance teams
- Oversee distribution methods including cash transfers, vouchers, debit cards, SIM cards, and paper-based systems
3. Monitoring, Evaluation & Risk Management:
- Conduct Post-Distribution Monitoring (PDM) to assess usage, impact, and beneficiary satisfaction
- Identify and mitigate risks such as fraud, diversion, and protection concerns
- Manage Complaint and Feedback Mechanisms (CFM) related to cash interventions
4. Reporting & Coordination:
- Maintain accurate, real-time databases for disbursement tracking and reconciliation
- Prepare reports in line with organizational and donor requirements
- Represent INTERSOS in Cash Voucher Working Group (CWG) meetings with NGOs and UN partners
Position Requirements:
Education:
- B.Sc or HND in Business Administration, Accounting, or Social Sciences
Professional Experience:
- Minimum of 3 years’ experience in a similar role, preferably in humanitarian settings
Technical Skills:
- Basic computer proficiency (Microsoft Word, Excel, and internet use)
- Experience with financial tracking and database management is an advantage
