Consultancy Services: Security Risk Assessment and Mitigation Planning for Malaria Consortium’s SMC Program
Background
Malaria Consortium is seeking the services of a qualified security firm or individual consultants to conduct a comprehensive security risk assessment and develop a mitigation plan for its Seasonal Malaria Chemoprevention (SMC) program in 13 states and the Federal Capital Territory (FCT) in Nigeria.
*Objectives*
The objectives of this consultancy are to:
1. Conduct a desk-top analysis of the current security profiles of the respective SMC states using existing documents.
2. Identify and assess the functionality of all existing security coordination platforms in the states.
3. Develop an updated security risk mitigation plan for SMC deployment.
4. Update the Security Standard Operating Procedures (SSOPs) for Malaria Consortium’s operations in the SMC-supported states.
5. Review the Security Risk Assessments (SRAs), Security Standard Operating Procedures (SSOPs), and Standard Operating Procedures (SOPs) for identified implementing states.
*Expected Outputs/Deliverables*
The consultant(s) will be expected to produce the following outputs:
1. A comprehensive report using Malaria Consortium’s standard report template.
2. Updated security profiles for each state and the FCT.
3. A catalogue of security structures in the states and the FCT.
4. Recommendations on security infrastructures/equipment/tools needed by Malaria Consortium.
5. Maps of high, medium, and low-risk LGAs where applicable.
6. An updated list of hard-to-reach (HTR) communities due to insecurity, geographical, and other constraints where applicable.
7. Updated SSOPs for security management of all implementation staff.
8. Updated 2025 SRAs/SSPs for all 13 Malaria Consortium SMC-supported states and the FCT.
Requirement’s
The ideal candidate(s) will have:
1. A minimum of 5 years’ experience working in complex and challenging operating environments.
2. Demonstrable experience in security assessment/evaluation.
3. Good report writing skills and communication with stakeholders.
4. Experience working in highly resource-constrained environments.
5. Previous working experience with Malaria Consortium and/or in SMC programs is an added advantage.
