The successful candidate will provide technical and managerial leadership for the implementation of the RESILAC 2 programme in Borno State, while supporting the expansion of the project into Yobe State.

🌍 ABOUT RESILAC 2

RESILAC 2 is a multi-country programme implemented across Cameroon, Nigeria, and Chad to promote resilience through social and inclusive economic recovery in the Lake Chad region.

The programme is implemented by a consortium comprising Action Against Hunger as the lead organisation, CARE, and four national organisations. It is funded by the French Development Agency (AFD) and the European Union (EU).

Building on the achievements of the first phase, RESILAC 2 seeks to consolidate and scale successful interventions while strengthening resilience, livelihoods, governance, social cohesion, and economic recovery across affected communities.

The Project Manager will play a key role in continuing implementation in Borno State and supporting the expansion of project activities into Yobe State.

🔧 KEY RESPONSIBILITIES

The successful candidate will provide managerial oversight and technical guidance to the RESILAC 2 project team.

Major responsibilities will include:

📌 Project Management & Technical Support

  • Provide managerial oversight and guidance to the RESILAC 2 project team.
  • Provide technical support for climate change, livelihoods, and resilience-related activities.
  • Identify technical assistance and capacity-building needs within project components.
  • Strengthen team members’ technical capacity in areas such as climate change and livelihoods.
  • Support the application of agreed programme approaches and quality standards.
  • Provide technical input into revised work plans and detailed implementation plans.
  • Participate in the design, review, and updating of project implementation plans and field activities.
  • Coordinate with the RESILAC 2 Country Consortium Lead to promote timely and quality implementation.

🤝 Coordination & Representation

The Project Manager will work closely with consortium partners, government institutions, private-sector stakeholders, communities, and other relevant actors.

Responsibilities will include:

  • Participating in project coordination meetings.
  • Strengthening coordination and linkages with consortium partners.
  • Representing RESILAC 2 at relevant technical forums.
  • Supporting networking and coordination with government, private-sector organisations, and other stakeholders.
  • Promoting the integration of lessons learned and best practices across projects.

📊 Monitoring, Reporting & Compliance

The successful candidate will support effective monitoring and ensure compliance with donor and organisational requirements.

Key duties will include:

  • Ensuring efficient use of project resources.
  • Ensuring compliance with CARE standards and AFD and EU rules and regulations.
  • Supporting resolution of technical and livelihood-related challenges among partners.
  • Contributing to project monitoring and reporting.
  • Ensuring detailed implementation plans reflect donor commitments.
  • Monitoring project activities against approved work plans.
  • Assessing technical quality and developing corrective action plans where necessary.
  • Facilitating regular project review meetings with government representatives, communities, staff, and other stakeholders.
  • Preparing and supporting weekly updates, situation reports, monthly, quarterly, semi-annual, annual, and end-of-project reports.
  • Documenting lessons learned and success stories.

👥 Staff Management

The Project Manager will also provide leadership and supportive supervision to project staff.

Responsibilities will include:

  • Ensuring staff performance is assessed against relevant KPIs.
  • Monitoring staff performance and progress.
  • Ensuring annual and semi-annual performance reviews are completed on schedule.
  • Providing supportive supervision to direct reports.
  • Building an effective and motivated project team.

📚 Learning & Research

The role will involve continuous learning and documentation of project knowledge.

The successful candidate will:

  • Monitor developments and best practices in climate change, livelihoods, resilience, and related technical areas.
  • Promote continuous professional learning.
  • Ensure project knowledge and lessons are documented and shared with the MEAL Consortium partner, Groupe URD.
  • Provide technical input into operational research.
  • Support baseline and endline evaluations.
  • Contribute to territorial and market assessments related to RESILAC 2.

The Project Manager may also contribute to CARE’s resource mobilisation efforts and undertake other duties assigned by management.

🎓 QUALIFICATIONS & EXPERIENCE

Required

Candidates should possess:

✅ An advanced university degree in Climate Change, Agribusiness, Development, Social Sciences, or another relevant field.

✅ At least 8 years of relevant professional experience with an international non-governmental organisation (INGO).

✅ A minimum of 4 years of management experience.

✅ Demonstrated experience managing partner organisations.

Desirable

Experience in the following areas will be an added advantage:

🔹 Climate change and resilience programming
🔹 Livelihoods and economic empowerment
🔹 Social cohesion and community development
🔹 Working with government and consortium partners

Knowledge of local languages, particularly Hausa and Kanuri, will also be an added advantage.
