🎯 Purpose of the Assignment

The consultancy aims to assess the impact of social protection and poverty reduction programmes across selected states and generate evidence-based recommendations to:

  • Strengthen advocacy efforts
  • Inform policy reforms
  • Improve programme design and implementation
  • Enhance accountability, transparency, and inclusion
  • Strengthen financing and institutional coordination

📌 Key Objectives

  • Assess programme design, targeting, and coverage
  • Evaluate effectiveness, efficiency, and equity outcomes
  • Examine financing and sustainability
  • Review governance and institutional coordination
  • Document beneficiary experiences
  • Identify gaps and implementation challenges
  • Provide actionable policy and programme recommendations

🧾 Scope of Work

The consultant will assess:

  • Social protection programme design and targeting
  • Beneficiary identification and coverage
  • Implementation effectiveness and efficiency
  • Financing and sustainability structures
  • Governance and accountability systems
  • Institutional coordination mechanisms
  • Beneficiary outcomes and experiences

🔍 Research Focus Areas

  • Coverage and reach of programmes
  • Inclusion of vulnerable groups (women, youth, PWDs, elderly)
  • Effectiveness of National Social Register (NSR)
  • Beneficiary satisfaction and lived experiences
  • Barriers to access and participation
  • Political, institutional, and financing dynamics

🛠 Responsibilities

Lead Consultant / Firm

  • Develop methodology and inception report
  • Design data collection tools
  • Engage stakeholders (MDAs, CSOs, communities)
  • Supervise fieldwork and enumerators
  • Ensure data quality and ethical compliance
  • Conduct analysis and produce reports
  • Present findings at dissemination meetings

Enumerators

  • Conduct surveys and interviews
  • Ensure data accuracy and confidentiality
  • Provide daily field updates
  • Follow ethical and safeguarding standards

🎓 Qualifications & Experience

  • Advanced Degree in Economics, Development Studies, Public Policy, Social Sciences, or related field
  • Minimum of 7–10 years relevant experience
  • Strong experience in mixed-methods research and large-scale assessments
  • Proven expertise in social protection, poverty reduction, or public policy analysis in Nigeria
  • Experience working with government institutions and civil society organisations
  • Strong analytical, reporting, and communication skills
  • Experience with donor-funded projects (EU experience is an advantage)

📊 Methodology

The study will adopt a mixed-methods approach, including:

  • Household & beneficiary surveys
  • Key Informant Interviews (KIIs)
  • Focus Group Discussions (FGDs)
  • Stakeholder consultations
  • Case studies and policy reviews
  • Budget and administrative data analysis

A Political Economy Analysis (PEA) lens will be applied to assess:

  • Power dynamics
  • Institutional incentives
  • Governance constraints
  • Stakeholder relationships
