The Association for Reproductive and Family Health (ARFH) is hiring a State Health Systems Strengthening Advisor to support high-impact public health and family planning programmes across Northern Nigeria.
This is a senior-level role ideal for experienced public health professionals passionate about strengthening health systems, improving data quality, and driving sustainable family planning interventions.

🎯 Job Purpose
The role provides high-level technical support to State Ministries of Health, SPHCDAs, LGAs, and health facilities to strengthen governance, data systems, financing, and institutional capacity for sustainable family planning programmes.
🔑 Key Responsibilities
Health Systems Strengthening
- Provide technical assistance to state governments on health systems improvement
- Support integration of family planning into state plans and policies
- Strengthen governance, coordination, and service delivery systems
Data Systems & Information Use
- Improve data quality, validation, and reporting (DHIS2, NHMIS, LMIS)
- Support data-driven decision-making and performance monitoring
- Lead data verification, triangulation, and review processes
Documentation & Service Quality
- Strengthen facility documentation and reporting systems
- Conduct supportive supervision and mentor health workers
- Ensure compliance with national reporting standards
Policy, Governance & Financing
- Support policy development and advocacy for increased funding
- Promote domestic resource mobilization and budget execution
- Engage key government stakeholders and partners
Capacity Building
- Train and mentor government staff and partners
- Strengthen institutional capacity for sustainability
- Develop tools, SOPs, and learning platforms
Community & Partner Oversight
- Provide technical oversight to CBOs and implementing partners
- Monitor programme performance and ensure alignment with guidelines
- Strengthen coordination between communities and health systems
🎓 Qualifications
- Master’s degree in Public Health, Health Systems Management, Health Economics, Epidemiology, M&E, Public Policy, or related field
- Minimum of 8–10 years experience in public health programmes or health systems strengthening
- Proven experience working with government health institutions in Nigeria
- Strong background in family planning, RMNCAH, or reproductive health programmes
- Experience with DHIS2, NHMIS, LMIS, and data analytics
- Demonstrated experience in policy advocacy, health financing, and stakeholder engagement
- Experience working with NGOs, donors (USAID, UNFPA, Gates Foundation), or development partners is an advantage
