Job Opportunity
The International Institute for Democracy and Electoral Assistance (International IDEA) is seeking a qualified and experienced Monitoring and Evaluation Officer to support the implementation of the EU Support to End Sexual and Gender-Based Violence (ESGBV) in Nigeria programme.
International IDEA is an intergovernmental organization working globally to strengthen sustainable democracy, democratic institutions, the rule of law and effective governance. The organization works with governments, civil society, democracy actors and other partners through research, policy support, training and practical tools.
The ESGBV programme aims to reduce Sexual and Gender-Based Violence in Nigeria by strengthening laws and policies, improving survivor-centred services, promoting positive social norms, tackling impunity and improving access to justice. The programme also contributes to Sustainable Development Goals 5 and 16.
About the Role
The Monitoring and Evaluation Officer will provide technical leadership in the development and implementation of the programme’s results management framework.
The successful candidate will coordinate monitoring, evaluation and reporting activities, ensure data quality, support programme learning and facilitate collaboration between International IDEA, programme partners and the European Union.
Key Responsibilities
The Monitoring and Evaluation Officer will:
Develop and implement monitoring and evaluation frameworks, tools and processes.
Coordinate activity, outcome and programme evaluation reporting.
Support ESGBV programme planning and the compilation of partner inputs.
Facilitate collaboration between programme partners, project managers, M&E officers, Component Specialists and State Coordinators.
Liaise with the European Union on monitoring, evaluation and programme results.
Check data quality, analyze programme data and assess performance.
Prepare M&E reports and presentations and provide technical advice based on findings.
Lead the development of quarterly, annual and final programme reports.
Support the development of policies, guidelines, standards and tools for planning, monitoring, evaluation and results-based management.
Contribute to capacity building and training for national partners and internal teams.
Support risk management and contribute to the review and updating of the programme risk register.
Support the identification and quality assurance of programme case studies and success stories.
Supervise and provide guidance to the Associate M&E Officer.
Requirements
Candidates should have:
A university degree in Development Studies, Business Administration, Public Policy, International Development or another relevant discipline.
Advanced certification in Monitoring and Evaluation and/or Statistics is an advantage.
At least 6 years of professional experience in monitoring and evaluation, preferably within international development projects.
Experience supporting projects focused on ending Sexual and Gender-Based Violence or violence against women in Nigeria is highly desirable.
Proven experience designing, implementing and managing project M&E systems from project initiation through closeout.
Demonstrable experience with EU-funded projects and familiarity with EU processes and systems.
Strong knowledge of qualitative, quantitative, mixed-method and impact evaluation methodologies.
Experience with data collection, analysis, indicator development, target setting, reporting, database management and performance monitoring plans is an advantage.
Experience planning and managing surveys assessing behavioural programme impacts is also an advantage.
Excellent written and spoken English is required.
Knowledge of Arabic, French or Portuguese would be an asset.
Candidates should also demonstrate strong communication, public speaking and presentation skills, including the ability to explain complex technical and political issues to non-specialist audiences.
