The Federal Ministry of Women Affairs and Social Development is promoting the Green Economy E-Mobility Programme, an initiative focused on expanding access to clean, modern and affordable electric mobility solutions for women, young people and persons with disabilities across Nigeria.

The programme is designed as a 5-year national lease-to-own initiative that aims to support the transition from traditional combustion-engine transportation to electric mobility while creating opportunities for income generation, financial inclusion, skills development and employment.

Under the initiative, participants can access different categories of electric vehicles through a structured lease-to-own model.

The programme includes:

2-Wheeler E-Bikes

E-Motorcycles

3-Wheeler E-Tricycles

Semi-Closed 3-Wheeler E-Tricycles

Who Is the Programme For?

The initiative is particularly focused on empowering:

Women

Young people

Persons with disabilities

Participants are expected to benefit from access to modern transportation solutions while potentially using the vehicles as income-generating assets.

Key Benefits

Income Generation

The programme states that vehicle owners could generate approximately ₦40,000 to ₦60,000 in weekly revenue through transportation services, subject to individual business performance and operating conditions.

Financial Inclusion

Participants will have access to structured financing through the programme’s digital platform, with the initiative designed to improve access to credit and financial opportunities for groups that have historically faced barriers to financing.

Job Creation

The programme plans to establish electric vehicle assembling hubs in six pilot states. These hubs are expected to create opportunities in areas such as battery installation, vehicle diagnostics and logistics.

Green Agents

Participants are also positioned as Green Agents who can contribute to promoting sustainable transportation and the transition towards cleaner mobility within their communities.

National E-Mobility Goals

The initiative outlines an ambitious five-year target of deploying up to 1,000,000 electric vehicles across Local Government Areas in Nigeria.

It also projects significant reductions in carbon emissions and aims to contribute to Nigeria’s broader climate and sustainable transportation objectives.

The programme states targets of:

1,000,000 electric vehicles deployed over 5 years

6–8 million tonnes of estimated annual CO₂ reduction

15–20% reduction in national transport emissions

The initiative links these goals to Nigeria’s climate commitments, including the Paris Agreement and the country’s Net-Zero 2060 ambition.
