Position: State Outbreak Response Consultant (Kaduna & Ogun)
Duration: 6 months (renewable)
Location: Kaduna State (onsite with regular coordination across LGAs and state stakeholders)
Role overview
ACE Strategy & Consults Ltd seeks an experienced public‑health professional to act as the state‑level coordination focal point for the Strengthening Coordination of Outbreak Response (SCORE) project in Kaduna. The Consultant will support strengthening preparedness and response systems, improve coordination across government and partners, and ensure effective learning and documentation of outbreak response practices at the sub‑national level.
Key responsibilities
– Serve as the primary SCORE focal point in Kaduna, coordinating daily with the State Ministry of Health, SPHCB, LGAs and national partners.
– Support operationalization and strengthening of IDSR, Incident Management System (IMS) and Emergency Operations Centre (EOC) processes where applicable.
– Facilitate multi‑stakeholder meetings, outbreak coordination platforms, and simulation/exercise activities.
– Monitor preparedness indicators, track response activities, and support rapid information sharing between state and national levels.
– Provide technical support for outbreak investigation workflows, case reporting, contact tracing and logistics coordination.
– Document lessons learned, produce periodic situation reports and contribute to after‑action reviews and capacity‑building materials.
– Support capacity strengthening for state and LGA teams through on‑the‑job mentoring and targeted trainings.
– Escalate operational challenges and propose practical solutions to ensure timely outbreak response.
Required qualifications & experience
– Relevant degree in Public Health, Epidemiology, Medicine, Nursing, Environmental Health or related discipline.
– Substantial experience working within state health systems or outbreak response structures (IDSR, IMS, EOC).
– Demonstrated experience coordinating multi‑stakeholder public‑health activities at sub‑national level.
– Strong skills in planning, documentation, monitoring & reporting, and stakeholder engagement.
– Excellent communication skills, proven ability to facilitate meetings and mentor health teams.
– Willingness to travel across LGAs and work flexible hours during response activities.
Desirable
– Prior experience supporting donor‑funded or government outbreak‑strengthening projects.
– Familiarity with adaptive management, after‑action reviews and capacity‑building frameworks.
Contract terms & support
– Fixed‑term consultancy for six months with possibility of renewal based on performance and project needs.
– Remuneration and logistical support details will be provided to shortlisted candidates.
