Médecins Sans Frontières-Holland in Nigeria Limited by Guarantee is an international, private, non-governmental, non- profit humanitarian organization. Main objective and responsibility of the position
Overseeing the implementation of GIS activities for the MSF-OCA Nigeria country program, providing technical guidance and ensuring the correct implementation and monitoring of GIS activities, according to MSF protocols and standards, in support to operations.
General Accountabilities:
Ensure Technical reference for GIS
- Be the final responsible for the whole country program for advising, elaborating processes, implementing, quality control, maintenance and good functioning of the Geographic Information Systems(GIS).
- Ensure technical reference for all GIS matters in the country program following MSF protocols and standards, national policies and state regulations and project specifications.
- Carry out GIS needs assessment and feasibility studies in the country program to provide sectors’ responsible with
alternatives and possible GIS solutions to operational challenges.
- Contribute to the discussions about ethics and personal data protection, especially regarding GIS related data and activities.
- GIS Networking with other NGOs and external partners when relevant.
- Acquire necessary authorization for data creation and acquisition when needed.
- Follow up and report on the works’ progress and on technical aspects of the work.
Act as GIS focal point for the country program
- Responsible for promoting GIS on Offer. Ensuring that all relevant staff in the country program are properly briefed about GIS services and trained on the use of simple GIS tools.
- Ensure that all GIS needs are covered.
- Ensuring the liaison with the GIS Centre.
Ensure Implementation
- Manage GIS requests according to operational priorities.
- Ensure the quality and share the geographic data produced in their area of work in order to best contribute to the global MSF GIS Master Data Base.
- Maintain and expand GIS database for use in GIS and to create analytical products.
- Ensure the implementation, monitoring, maintenance and correct functioning of the GIS products and services.
- Actively participating in the MSF GIS community of practice.
- Move to different MSF projects/activity locations according to the needs and priorities.
Context Specific Accountabilities:
- Set in place a network of GIS relay in all the MSF project sites, respond to requests for any relevant GIS needs/tools
- Provide support in case of emergencies:
- proactively reach out to NERU team at the beginning of each emergency to offer support
- make sure the area of intervention is well mapped before the team deploys, produce thematic maps according to the emergency focus (population displacement, malnutrition, health context/outbreak, security context, etc.)
- support the team’s planning with activity maps
- evaluate with NERU the relevance of visiting the emergency project early in the response
- Provide support to security management:
- ensure the GIS security tools are functional and answering the needs, provide trainings or demo sessions when needed
- validate with the main stakeholders that the GIS support to security is meeting the needs, propose how the tools and support could evolve to better address the needs
- liaise with the GIS Centre team to implement any changes needing collaborative GIS efforts
- Support medical activities where needed:
- Health Promotion
- Watsan
- Humanitarian affairs
