Short Term Technical Assistance to Strengthen Local Government Health Authority Capacity to Implement the Redesigned NPHCDA Community Based Health Worker Program

Level of Effort: 10 days per month
Duration: 6 months initially
About the Assignment
Management Sciences for Health MSH is seeking qualified consultants to provide technical assistance under the Programme for Equitable Expansion of Community Based Health Workers PEECH.
The assignment will strengthen the operational, technical and management capacity of Local Government Health Authorities LGHAs to effectively deploy, supervise, finance and monitor the redesigned community based health worker programme.

Key Deliverables
Month 1: Inception Report and LGHA Capacity Assessment Report
Months 2 to 5: Standardized LGHA Management Toolkits, supportive supervision tools, logistics tracking templates, data quality protocols and GESI/PSEAH guidelines
Monthly: Technical Assistance Activity and Milestone Reports
Month 6: Final Capacity Evaluation and Handover Report
Qualifications
Advanced degree, preferably a Master’s degree, in Public Health, Health Management, Health Policy, Development Studies or a related discipline.
5 to 10 years of hands on technical experience in health workforce development, human resources for health or health systems strengthening at subnational level in Nigeria.
Experience working directly with Local Government Health Authorities, State Primary Health Care Development Agencies and primary healthcare facilities.
Experience designing or implementing community based health worker frameworks, supportive supervision systems and last mile commodity integration.
Strong knowledge of health governance, Gender Equality and Social Inclusion, Protection from Sexual Exploitation, Abuse and Harassment, community health structures, DHIS2, digital health and health workforce planning.
Strong facilitation, institutional coaching and stakeholder coordination skills.
Other Information
Consultants are expected to be based in their preferred state and provide embedded technical mentoring at LGHA offices and PHC facilities, alongside remote technical support.
