ABOUT MANAGEMENT SCIENCES FOR HEALTH

Management Sciences for Health MSH is a global health nonprofit organization that works with leaders, health managers and communities to strengthen health systems and improve public health outcomes.

ROLE OVERVIEW

The Local Capacity Strengthening and Health Workforce Development Officer will support the Local Capacity Strengthening and Health Workforce Development Specialist in assessing needs, designing and delivering training, and strengthening systems for health workers and local partners.

The role places emphasis on government stakeholder engagement, mentorship, capacity building, monitoring and reporting within donor funded health programmes.

KEY RESPONSIBILITIES

1. Conduct capacity assessments of health systems and health workforces, identify gaps and inform training strategies.
2. Develop and adapt training modules, curricula and capacity building plans for different health cadres including community health workers and nurses.
3. Plan, coordinate and deliver training activities including NTOTs, workshops and mentorship sessions.
4. Collaborate with Ministries of Health, NGOs, local authorities and international organisations to align activities and strengthen partnerships.
5. Provide technical advice on human resources for health, programme implementation and quality improvement.
6. Track training activities, maintain relevant databases and document lessons learned.
7. Monitor and report training results and outcomes.
8. Support the development and review of policies, guidelines and sustainable structures for health workforce development.
9. Support needs assessments, curriculum development, training facilitation and outcome tracking.
10. Perform other duties as assigned.

QUALIFICATIONS AND REQUIREMENTS

Applicants should possess one of the following combinations of education and experience:

1. Bachelor’s degree plus 4 to 6 years of relevant experience.
2. Master’s degree plus 2 to 4 years of relevant experience.
3. Doctorate plus 0 to 2 years of relevant experience.

Relevant fields include Public Health, Health Administration, Development Studies or related disciplines.

Additional requirements include:

1. Experience in capacity building and health workforce development, preferably within donor funded projects, NGOs or the public sector.
2. Knowledge of community health worker programmes, adult learning, monitoring and evaluation and human resources for health.
3. Strong communication, coordination, analytical and strategic thinking skills.
4. Leadership and problem solving abilities.
5. Proficiency in Microsoft Office and experience with data collection and analysis.
6. Ability to work independently and effectively within diverse teams.

DESIRABLE QUALIFICATIONS

1. Master Trainer certification such as iCCM.
2. Experience in specific health programme areas.
3. Experience with e learning and digital health tools.
