COOPI – Cooperazione Internazionale is recruiting a Program Officer – Post-Harvest & Infrastructure / Grain Bank Officer to support the implementation of the Agri-Food System Transformation and Innovation (AFTI) Project in Yobe State.
The successful candidate will provide technical support for the operation and sustainability of five Community Grain Banks and five post-harvest aggregation and processing hubs in Bade LGA.

Key Responsibilities
The Officer will:
- Support the operation and management of Community Grain Banks and post-harvest hubs.
- Assess warehouses, equipment and facilities and identify maintenance needs.
- Develop and implement SOPs, user agreements, safety procedures and maintenance plans.
- Provide technical guidance on grain drying, cleaning, grading, packaging, storage and stock rotation.
- Supervise post-harvest equipment including dryers, cleaners, shellers, threshers, milling machines and moisture meters.
- Train community and youth operators on equipment use, safety, hygiene, quality control and maintenance.
- Support grain aggregation, inventory management and accurate stock records.
- Work with market actors to ensure commodities meet buyer specifications.
- Promote sustainable fee-for-service and cost-recovery models.
- Monitor equipment functionality, facility utilisation, revenue and technology adoption.
- Promote inclusive access for women, youth and vulnerable groups.
- Contribute to monitoring, reporting, technical assessments and documentation.
Requirements
Applicants should have a Bachelor’s degree or HND in Agriculture, Agricultural Engineering, Agricultural Economics, Food Science and Technology, Post-Harvest Technology, Crop Production, Agricultural Extension, Engineering or a related field.
Candidates should have 3–5 years of relevant experience in post-harvest management, grain storage, agricultural infrastructure, warehouse management, aggregation or agricultural value-chain development.
Practical knowledge of grain drying, storage, moisture management, pest control, quality assurance and post-harvest loss reduction is required. Experience with post-harvest equipment and farmer organisations is highly desirable.
Fluency in English and Hausa and/or relevant local languages spoken in Bade is essential.

Key Responsibilities
The Business and Community Mobilizers will:
- Lead community mobilisation and sensitisation on project activities and eligibility.
- Support identification, verification, registration and onboarding of participants.
- Build relationships with traditional leaders, women and youth groups, government extension workers and community structures.
- Support the establishment and strengthening of inclusive PMOs.
- Facilitate entrepreneurship, business management, financial literacy and cooperative governance training.
- Provide business-development support, coaching and mentorship to farmers, entrepreneurs, women-led businesses, processors and SMEs.
- Support farmer–buyer engagement, aggregation planning and B2B opportunities.
- Mobilise participants to use Community Grain Banks and post-harvest processing hubs.
- Link participants with financial institutions and promote savings and productive investment.
- Promote digital registration and digital market, weather, agronomic and business advisory services.
- Promote improved agricultural, post-harvest, storage, processing and value-addition practices.
- Maintain participant and activity records and collect project data using approved digital tools.

Requirements
Applicants should have a Higher National Diploma or Bachelor’s degree in Agriculture, Business Administration, Community Development or a related field.
A minimum of 2 years of experience in community engagement or outreach is required.
Candidates should possess strong communication and teamwork skills and be fluent in English and Hausa and/or relevant local languages spoken in Bade.

The successful candidate will:
- Lead value-chain mapping and market assessments for priority commodities.
- Identify and maintain databases of buyers, processors, aggregators, wholesalers and other market actors.
- Analyse market demand, prices, quality standards, volumes, seasonality, packaging and buyer requirements.
- Facilitate linkages between PMOs, cooperatives, SMEs and structured buyers.
- Organise buyer–seller meetings, business forums, exhibitions and market-linkage events.
- Support PMOs and enterprises to understand contracts, pricing, quality, delivery and payment terms.
- Support aggregation and bulking plans to meet buyer volume and quality requirements.
- Identify opportunities for value addition and higher-value markets.

Experience working with farmer organisations, cooperatives, PMOs, processors, aggregators or rural SMEs is desirable. Candidates should have strong negotiation, networking, communication and relationship-management skills.
Experience with Excel, Kobo/ODK or digital market-information systems is an advantage.
