Green Habitat Initiative GHI is a sustainability-focused organisation committed to developing innovative solutions that improve livelihoods and strengthen resilience in vulnerable communities.
GHI is anticipating the implementation of the Agricultural Farmer Information Management System agriFIMS project across Borno, Adamawa and Yobe BAY States.
The project aims to strengthen agricultural systems through improved data management, stakeholder coordination and digital platforms that support farmers and government decision-making.
ROLE SUMMARY
The Stakeholder Engagement Officer SEO will serve as GHI’s primary technical and institutional liaison in the assigned state.
The officer will build partnerships with State Ministries of Agriculture and other relevant government institutions, local government authorities, traditional and community leaders, farmer associations and humanitarian and development partners.
The SEO will also support advocacy, community mobilisation, rollout and adoption of the agriFIMS and Agro-weather Dissemination System ADS platforms, while helping resolve operational challenges affecting field implementation.
KEY RESPONSIBILITIES
- Establish and maintain relationships with State Ministries, local government councils and development agencies.
- Map agricultural and digital stakeholders and develop strategic partnerships to support agriFIMS rollout.
- Facilitate working groups, consultative meetings and technical briefings.
- Lead community entry, advocacy and sensitisation activities with traditional leaders, community representatives and farmer associations.
- Promote adoption and user engagement for agriFIMS and the ADS platform among government officials, extension workers and farmers.
- Coordinate stakeholder participation in workshops, demonstrations and user training.
- Work with project and technical teams to ensure activities reflect local cultural, security and operational realities.
- Identify and mitigate political, operational and community-level risks.
- Support conflict resolution between community actors, government authorities and project teams.
- Gather feedback on system usefulness, data governance and operational challenges.
- Contribute state-level information to weekly, monthly and donor reports.
- Document success stories, case studies, policy alignment and lessons learned.
DAY-TO-DAY RESPONSIBILITIES
Conduct engagement visits and routine check-ins with government officials, extension agents and community leaders.
Organise stakeholder meetings, workshops and feedback sessions.
Support field registration teams with community access, security clearances and local coordination.
Track stakeholder issues, policy developments and community feedback.
Prepare weekly progress reports, meeting minutes and stakeholder engagement summaries.
Represent GHI at relevant agricultural and humanitarian coordination meetings.

QUALIFICATIONS AND EXPERIENCE
Applicants should have:
- Master’s or Bachelor’s degree in Public Administration, Development Studies, Agricultural Extension, Social Sciences, Communications or a related field.
- Minimum 4 years of experience in stakeholder management, government relations, community mobilisation or advocacy within donor-funded programmes in Nigeria.
- At least 2 years of direct field experience in Borno, Adamawa or Yobe State.
- Demonstrated experience engaging state government structures, senior government officials and traditional authorities.
- Experience in agricultural development, digital system rollout or rural community development is highly desirable.
- Familiarity with humanitarian coordination structures such as Food Security Sector and WFP or FAO working groups is an advantage.
- Indigenes of the respective states will receive special consideration.
REQUIRED COMPETENCIES
Strong interpersonal, diplomatic and negotiation skills.
High emotional intelligence.
Deep understanding of the socio-political, cultural and security dynamics of Borno, Adamawa and Yobe.
Strong workshop facilitation, public speaking and presentation skills.
Proficiency in Microsoft Office and digital data collection tools.
Ability to support users in navigating digital platforms.
Fluency in English and working proficiency in Hausa.
Kanuri or Fulfulde proficiency is highly desirable, depending on the target state.
Excellent report writing and briefing note preparation skills.
Ability to work independently in high-pressure field environments.
