This opportunity is ideal for qualified engineers with strong field experience in construction supervision and humanitarian infrastructure projects.

Job Overview

The Infrastructure Supervisor/Engineer will play a key role in supporting the implementation, supervision, and monitoring of construction and rehabilitation projects. The position ensures that all infrastructure activities are executed according to approved designs, technical standards, budgets, timelines, and safety requirements.

Key Responsibilities

1. Site Supervision and Monitoring

  • Conduct daily supervision of construction activities at project sites
  • Ensure contractors adhere to approved designs, specifications, and timelines
  • Monitor quality of materials and workmanship
  • Track project progress and identify delays or technical challenges
  • Verify completed works before payment approvals

2. Technical Support

  • Assist in site assessments, measurements, and verification
  • Interpret technical drawings, Bills of Quantities (BoQs), and work plans
  • Provide technical guidance to contractors and field workers
  • Ensure compliance with safety, environmental, and quality standards

3. Community and Stakeholder Engagement

  • Liaise with community leaders, local authorities, and beneficiaries
  • Support community mobilization and sensitization activities
  • Promote conflict-sensitive implementation and address community concerns

4. Documentation and Reporting

  • Maintain accurate site records, including attendance and photo documentation
  • Prepare weekly and monthly progress reports
  • Report risks, challenges, or incidents to the Project Manager
  • Support project handover and commissioning processes

5. Compliance and Accountability

  • Ensure adherence to COOPI policies, donor requirements, and safeguarding standards
  • Promote transparency and accountability
  • Support community feedback and complaint mechanisms

Qualifications & Experience

Applicants must meet the following requirements:

  • Minimum of a Bachelor’s Degree in Civil Engineering, Building Technology, Construction Technology, Water Engineering, or related field
  • Professional certification with relevant engineering bodies is an advantage
  • Postgraduate qualification in Project Management is an added benefit
  • At least 5 years of relevant experience in construction supervision or infrastructure implementation
  • Experience with donor-funded or community-based projects is desirable
  • Experience in rural infrastructure, irrigation, water systems, or similar sectors is an advantage
  • Prior experience in fragile or conflict-affected settings is beneficial

Skills and Competencies

  • Ability to read and interpret technical drawings and BoQs
  • Strong coordination, communication, and problem-solving skills
  • Excellent organizational and reporting abilities
  • Proficiency in Microsoft Office and engineering software
  • Ability to work in remote and challenging environments

Language Requirements

  • Fluency in English is required
  • Knowledge of local languages in the duty station is an added advantage
