Consulting Opportunities — Africa Data Leadership Initiative (ADLI)

The Africa Data Leadership Initiative (ADLI) is recruiting two consultants to support work on digital public infrastructure (DPI) and digitally verifiable credentials for cross‑border trade under the AfCFTA Digital Trade Protocol. These consultancies will contribute to a structured peer‑learning programme across six African countries, conduct policy and technical readiness assessments, and co‑create practical pathways toward DPI pilots.

Positions available

– Technical Consultant — DPI and Verifiable Credentials for Cross‑Border Trade

Scope of work (high level)

– Design and deliver a structured peer‑learning programme for government, private sector and civil society stakeholders in six African countries. 

– Conduct policy, legal and institutional readiness assessments for DPI and verifiable credentials related to digital trade. 

– Perform technical readiness and architecture assessments, including interoperability, data governance, privacy and security considerations. 

– Co‑create actionable, context‑specific roadmaps and pilot concepts for DPI implementation and verifiable credentials to facilitate cross‑border trade. 

– Support stakeholder consultations, workshop facilitation and capacity building sessions. 

– Produce high‑quality deliverables: assessment reports, policy briefs, technical notes, workshop materials and implementation roadmaps. 

– Work collaboratively with ADLI team members, country partners and regional stakeholders to ensure uptake and sustainability of outputs.

Candidate profile and required qualifications

Policy and Governance Consultant

– Advanced degree or equivalent experience in public policy, law, international trade, digital governance or a related field. 

– Demonstrated experience advising governments or regional bodies on digital policy, data governance, or digital public goods. 

– Strong knowledge of AfCFTA, trade policy and regional regulatory frameworks. 

– Excellent stakeholder engagement and report‑writing skills.

Technical Consultant

– Degree in computer science, information systems, cybersecurity, or related technical discipline; advanced degree preferred. 

– Proven experience designing or assessing DPI components (identity, credentials, APIs, interoperability layers). 

– Practical understanding of verifiable credentials standards, decentralized identifiers (DIDs) and privacy‑preserving architectures. 

– Experience delivering technical assessments and implementation roadmaps for public or private sector projects.

Logistics and contract

– Location: Remote (Africa‑based candidates preferred). 

– Travel: Planned travel to Lagos, Nigeria will be required for in‑person workshops and coordination. Travel costs and per diems will be covered under the consultancy contract. 

– Consultancy terms, duration and remuneration will be set out in the contract and commensurate with experience.
