About the Opportunity
The African Union Commission is recruiting Strategy Development Experts under the African Volunteers Health Corps through the Kofi Annan Scholars Program. This initiative is designed to strengthen Africa’s public health systems by deploying experienced professionals to support national institutions across the continent
The program is implemented through Africa Centres for Disease Control and Prevention as part of a broader effort to advance Africa’s health security and sovereignty. It focuses on building strong institutions improving strategic planning and enhancing the ability of countries to respond to public health challenges
Position Summary
The Strategy Development Expert will support governments and public health institutions in designing and implementing evidence based strategies. These may include national health workforce plans emergency preparedness strategies and broader health system strengthening frameworks
Key Responsibilities
Conduct situational analysis and assess institutional capacity
Identify gaps in policy operations and resource allocation
Develop national and institutional strategies aligned with AU priorities
Facilitate stakeholder consultations and planning workshops
Design strategic frameworks roadmaps and implementation tools
Produce technical documents policy briefs and planning guides
Support resource mobilization and partner coordination
Contribute to monitoring evaluation and learning systems
Requirements
Master’s or Doctoral degree in Public Health Health Policy Strategic Planning or related field
Minimum of seven years experience in strategic planning or public health systems
Proven experience developing national or institutional strategies
Strong understanding of African health systems and policy environments
Experience working with Ministries of Health and development partners
Excellent writing communication and stakeholder engagement skills
Skills and Competencies
Advanced policy analysis and strategic planning skills
Strong facilitation and multi stakeholder coordination ability
High adaptability and resilience in complex environments
Strong interpersonal and cultural awareness skills
Ability to work independently and within teams
Language Requirement
Proficiency in at least one African Union working language such as English French Arabic Portuguese Spanish or Swahili
Knowledge of additional languages is an advantage
Contract and Deployment
Engagement is on an on call basis depending on country needs
Assignments are time bound and results driven
Deployment duration is determined by Africa CDC in collaboration with member states
