About the Program

The Kofi Annan Scholars Program, under the African Union’s Africa CDC, is a flagship initiative aimed at strengthening public health leadership across Africa.

Through the African Volunteer Health Corps (AVoHC), experienced professionals are deployed during health emergencies and to support national health systems. This program offers a unique opportunity to contribute expertise, build capacity, and support Africa’s public health transformation.

Role Overview: Financial Specialist

The Financial Specialist will provide technical expertise to strengthen financial systems within National Public Health Institutes (NPHIs), ensuring compliance with national and international standards.

Key Responsibilities

  • Assess existing financial policies and procedures
  • Develop financial management manuals (budgeting, accounting, auditing, disbursement)
  • Ensure compliance with national regulations and international standards
  • Strengthen financial systems, reporting, and auditing processes
  • Provide training and capacity building for finance teams
  • Establish internal controls to reduce financial risks and prevent fraud
  • Develop financial risk management strategies
  • Advise leadership on financial sustainability and resource mobilization
  • Engage stakeholders to improve transparency and accountability

🎓

Qualifications & Experience

  • Master’s or PhD in Finance, Accounting, Business Administration, or related field
  • Professional certification (CPA, ACCA, CFA) is an advantage
  • Minimum of 7 years’ relevant experience in financial management or policy development
  • Experience with financial systems, policies, and public sector frameworks

Required Skills

  • Strong financial planning, budgeting, and risk management expertise
  • Knowledge of public financial systems in Africa
  • Familiarity with IPSAS / IFRS standards
  • Excellent analytical, problem-solving, and communication skills
  • Ability to work in multicultural and high-pressure environments
  • Strong stakeholder engagement and coordination skills
  • Proficiency in at least one AU working language (English, French, Arabic, Portuguese, Spanish, Swahili)
