CONSULTANCY FOR KADUNA STATE GIRLS’ EDUCATION FINANCING AND BUDGET GAP ANALYSIS

Enhancing Communities Action for Peace and Better Health Initiative (e-CAPH) is seeking an experienced individual consultant or qualified research consultancy to undertake a Girls’ Education Financing and Budget Gap Analysis in Kaduna State.

BACKGROUND

The assignment will generate credible, gender-responsive evidence on girls’ education financing in Kaduna State, with particular attention to whether budget commitments translate into adequate allocations, timely releases, effective expenditure and services reaching underserved girls.

The findings will inform a costed advocacy agenda and investment case focused on improving secondary education opportunities for girls affected by poverty, early marriage, adolescent pregnancy, disability-related exclusion and other barriers.

KEY OBJECTIVES

The consultant will:

1. Analyse approved state education budgets, implementation reports and actual expenditure over an agreed 3-year period.
2. Examine available budget and expenditure evidence across the six target LGAs.
3. Identify gaps between allocations, releases, expenditure, documented needs and implementation of girls’ education policies.
4. Review Community Development Charter priorities and gather complementary community evidence.
5. Consult girls, young mothers, married adolescents, out-of-school girls, girls with disabilities, community representatives and education stakeholders using appropriate safeguarding procedures.
6. Assess financing and implementation arrangements for retention, safe learning environments, re-entry and second-chance education.
7. Estimate financing gaps and additional investment needs using transparent costing assumptions.
8. Develop a costed advocacy agenda and investment case with priorities, indicative costs, financing options, responsible institutions, timeframes and measurable commitments.

SCOPE OF WORK

The assignment will include:

1. State budget and expenditure analysis.
2. LGA budget and performance analysis.
3. Review of CDC priorities and community evidence.
4. Financing gap estimates.
5. Development of a costed advocacy agenda and investment case.
6. Key informant interviews and participatory consultations across all six LGAs.
7. Data triangulation and stakeholder validation.
8. Preparation of technical reports, datasets, calculations and advocacy materials.

KEY DELIVERABLES

WEEK 1

Inception report, methodology, workplan, data-request matrix, tools, sampling and safeguarding plan.

WEEK 2

Budget analysis workbook, evidence register and cleaned state and LGA budget/expenditure tables.

WEEK 3

Draft analytical report, gap estimates, draft recommendations and stakeholder validation.

WEEK 4

Final analytical report, costed advocacy agenda, investment case, policy brief, editable costing tables, datasets and presentation materials.

QUALIFICATIONS AND EXPERIENCE

1. Advanced degree in Economics, Public Finance, Education Policy, Development Studies, Public Administration or a related field.
2. Minimum 5 years of relevant experience in public expenditure analysis, education financing, budget tracking or public financial management.
3. Demonstrated experience in gender-responsive budgeting, education policy analysis and costed advocacy or investment cases.
4. Knowledge of Nigerian state and local education financing arrangements.
5. Experience conducting participatory research involving adolescents.
6. Strong quantitative analysis and technical report-writing skills.
7. Strong stakeholder facilitation and safeguarding competencies.

Experience in Kaduna State and familiarity with Community Development Charters will be an advantage.

REPORTING

The consultant will report to the PAF-GSE Project Coordinator, with technical oversight from the Executive Director and Education Financing Officer.
