Project Context

The HealthSkills4Work project strengthens youth employability, workforce skills, and training quality in the health, pharmaceutical, nutrition, and med-tech value chains. The project supports national health reforms (SWAp) and engages with both public institutions and private sector actors.

Role Purpose

Lead overall coordination, strategic direction, and operational management of the HealthSkills4Work project in Abuja, ensuring alignment with national policies, donor requirements (EU/EUD), and Expertise France headquarters guidance.

Key Responsibilities

Strategic & Operational Management

  • Provide project leadership, align activities with national strategies, and ensure timely delivery of outputs.
  • Supervise budgets, finance, procurement, and donor compliance.
  • Oversee internal steering, monitoring, and project missions.

Project Representation & Communication

  • Serve as primary liaison with donors (EU), national authorities, private sector, and partners.
  • Represent the project in high-level meetings and sectoral coordination platforms.
  • Oversee project communication and visibility.

Technical Oversight

  • Provide guidance on pharmaceutical regulation, curriculum modernization, and workforce development.
  • Ensure quality support to beneficiary institutions and project deliverables.

Sustainability & Policy Support

  • Promote integration of project results into long-term strategies.
  • Facilitate policy dialogue, knowledge sharing, and collaboration with other projects.

Team & HR Management

  • Lead multidisciplinary teams, promote inclusive teamwork, and support recruitment and onboarding.

MEAL (Monitoring, Evaluation, Accountability & Learning)

  • Establish M&E systems, track indicators, prepare reports, and ensure integration of gender and quality considerations.

Qualifications & Experience

  • Advanced degree (Master’s or higher) in TVET, Education Policy, Skills Development, Industrial Pharmacy, Pharmaceutical Sciences, Industrial Engineering, Development Studies, Economics, Public Policy, or related field.
  • Minimum 8 years in skills development, TVET, workforce development, or industrial capacity-building.
  • At least 5 years managing complex international development projects funded by major donors.
  • Experience with apprenticeship/work-based learning systems, private sector engagement, and policy dialogue.
  • Experience in fragile/complex contexts is desirable.

Skills & Competencies

  • Expertise in TVET systems, work-based learning, industrial production environments, and PPP models.
  • Strong stakeholder engagement, strategic thinking, problem-solving, leadership, and project planning skills.
  • Excellent written and oral English; French is a plus.
  • Proficient in Microsoft Office and project planning/budgeting software.
