The Gates Foundation is seeking a highly experienced public health professional for the position of Senior Officer, TB Delivery, supporting tuberculosis programmes in Nigeria and Ethiopia.
The successful candidate will serve as a technical partner to national TB programmes, government counterparts, implementing partners and Global Fund Principal Recipients, providing strategic support across TB case finding, diagnostics, financing, data systems, surveillance and TB-HIV integration.

ABOUT THE ROLE
The Senior Officer will work closely with national TB programmes in Nigeria and Ethiopia to assess programme needs, identify gaps and facilitate targeted technical and financial support.
The role will focus on four major areas:
- TB screening, case finding and introduction of new diagnostic technologies.
- Efficient use of domestic and Global Fund resources.
- TB data systems, surveillance and data use.
- TB-HIV integration within primary health care.
The position reports to the Deputy Director, Immunization and Disease Control, in Nigeria, with a dotted-line reporting relationship to the Director, HIV and TB Delivery, based in the United Kingdom.
KEY RESPONSIBILITIES
- COUNTRY ENGAGEMENT AND NEEDS ASSESSMENT
Build strong working relationships with national TB programme leaders, Ministries of Health, Global Fund Principal Recipients and implementing partners.
Conduct structured assessments of TB programme performance, gaps and priorities in Nigeria and Ethiopia.
Undertake stakeholder consultations, programme reviews and in-country visits.
Develop country engagement plans and identify areas where targeted technical or financial support can generate significant impact.
- TB CASE FINDING AND DIAGNOSTICS
Support the introduction and scale-up of new TB diagnostic and screening technologies, particularly Pluslife and complementary screening tools.
Assess national readiness, including regulatory requirements, laboratory capacity, health facility readiness, supply chains and workforce capacity.
Identify opportunities to expand TB case detection among high-risk and hard-to-reach populations.
Monitor implementation and document lessons for continuous improvement.
- GLOBAL FUND AND RESOURCE OPTIMIZATION
Assess TB funding flows, expenditure patterns and resource allocation.
Identify opportunities to improve value for money and reduce duplication.
Support TB funding gap analyses and investment cases.
Work with Global Fund teams, Principal Recipients, national programmes and other partners to improve coordination and resource utilization.
- DATA SYSTEMS AND SURVEILLANCE
Assess TB data systems, including DHIS2, TB case notification, treatment outcome reporting and laboratory information systems.
Support national programmes to improve data quality, data use and performance monitoring.
Develop data review mechanisms, dashboards and feedback systems.
Support integration of TB data into broader disease surveillance systems.
- TB-HIV INTEGRATION
Assess TB-HIV integration within primary health care systems in Nigeria and Ethiopia.
Engage national TB and HIV programmes and PHC stakeholders to identify opportunities for stronger integration.
Support the development or improvement of guidelines, standard operating procedures and operational tools.
Document successful models and lessons that can contribute to the foundation’s broader TB-HIV strategy.
- KNOWLEDGE MANAGEMENT AND REPORTING
Prepare country assessments, technical briefs, stakeholder engagement summaries and trip reports.
Translate programme findings into actionable recommendations.
Support national TB programmes to track key indicators.
Share country-level learning and evidence to inform strategy and investment decisions.
QUALIFICATIONS AND EXPERIENCE
Applicants should possess:
- An advanced degree such as MSc, MPH, MD or equivalent in Public Health, Epidemiology, Health Systems or a related field.
- At least 8 to 10 years of relevant professional experience in TB programme implementation, health systems strengthening or related areas in sub-Saharan Africa.
- Direct experience working with national TB programmes and/or Ministries of Health in Nigeria or Ethiopia. Experience in at least one of these countries is essential.
- Strong knowledge of TB case finding, diagnostics and screening strategies.
- Familiarity with molecular diagnostic platforms and TB technologies relevant to high-burden African settings.
- Strong understanding of Global Fund grant architecture, grant cycles and programme performance monitoring.
- Experience working with Global Fund Principal Recipients or Sub-Recipients.
- Practical experience with health information systems, TB surveillance and DHIS2 or similar platforms.
- Experience with TB-HIV co-infection programming and integrated service delivery within PHC systems.
- Strong analytical, facilitation, communication and stakeholder engagement skills.
- Ability to work independently in a dynamic, matrixed environment and collaborate with teams across multiple time zones.
ADDITIONAL REQUIREMENTS
Applicants must have unrestricted work authorization in the country where they will be based.
The role requires extensive travel, with up to 50 to 60 percent of time spent travelling within Nigeria and Ethiopia.
Occasional travel to Seattle or other Africa Regional Office locations may also be required.
Fluency in English is required.
Knowledge of a relevant local language is an advantage.
