Overall Purpose of the Role
The Protection Monitoring and Community Based Protection Officer plays a key role in implementing protection activities at the local government level. The officer is responsible for coordinating and supervising protection monitoring and community based protection activities while ensuring high quality data collection and strong engagement with communities.
The role involves working closely with local partners and community structures to identify protection risks strengthen community led protection mechanisms and support early warning systems. The officer will also contribute to protection analysis through field data collection reporting and collaboration with different technical teams within DRC.
Job Responsibilities
Data Collection and Protection Monitoring
Conduct focus group discussions key informant interviews and document protection incidents according to established standards. Support household surveys and ensure accurate documentation. Analyze protection trends and contribute to weekly updates alerts and reports. Supervise partner assistants to ensure quality data collection and reporting. Draft weekly alerts monthly reports and incident briefs. Verify incidents and escalate urgent cases within 24 to 48 hours. Ensure confidentiality and data protection at all times. Support data cleaning analysis and reporting processes.
Community Engagement and Capacity Building
Facilitate awareness sessions on protection risks human rights and safety practices. Train community members local authorities and protection structures on key protection principles. Support communities to develop action plans and strengthen feedback systems. Work closely with community based protection structures to identify risks and improve self protection mechanisms. Facilitate regular meetings and ensure continuous information sharing.
Awareness Raising and EMAP Support
Lead and support awareness activities on gender based violence child protection and safeguarding. Facilitate community discussions using adapted EMAP tools. Ensure all sessions follow safe programming principles including do no harm and inclusion. Document participation outcomes and follow up actions.
Coordination and Supervision
Supervise and support partner staff and volunteers implementing protection activities. Ensure adherence to DRC standards tools and procedures. Represent DRC in local coordination meetings and maintain strong collaboration with stakeholders. Work closely with other protection teams to ensure safe referrals and integrated service delivery. Conduct regular field visits and coordination meetings with partners.
Protection Mainstreaming and Accountability
Support establishment of feedback and complaint mechanisms such as help desks and suggestion boxes. Ensure communities receive timely feedback and are included in decision making processes. Promote inclusion of vulnerable groups including women youth and persons with disabilities.
Data Protection and Ethics
Ensure informed consent during data collection. Maintain confidentiality and secure data storage. Follow all DRC data protection policies and procedures.
Safety and Access
Conduct risk assessments before field visits. Coordinate movements with safety teams and report any incidents promptly. Suspend activities when security risks are high.
Qualifications and Experience
Bachelor degree in Social Sciences Psychology Human Rights Peacebuilding or related field. Minimum of 3 years experience in community based protection or humanitarian response. Experience working with displaced populations and host communities. Familiarity with protection tools methodologies and community engagement approaches.
Key Skills
Strong facilitation training and communication skills. Good report writing and data analysis abilities. Knowledge of protection principles and conflict sensitive programming. Ability to conduct protection trend analysis and use data tools. Experience supervising teams and working with community structures. Proficiency in Microsoft Office and data collection tools such as Kobo ODK and Excel.

Strong interpersonal skills and ability to work collaboratively. High level of integrity confidentiality and respect for diversity. Ability to solve problems and adapt in complex humanitarian settings.
Languages
Fluency in Hausa and other local languages is required. Good command of English both written and spoken is also required.
