Programme Officer Job in Kebbi
Malaria Consortium is recruiting a Programme Officer to join its team in Kebbi State, Nigeria. The organisation is a leading non-profit specialised in the prevention, control, and treatment of malaria and other communicable diseases, with an expanding remit that now includes child health and neglected tropical disease interventions.
Job Purpose:
The Programme Officer (PO) will work under the State Project Manager (SPM) to manage project activities and resources, provide leadership to the project team, and maintain strong links with key stakeholders at the LGA level. The PO will line-manage LGA Field Assistants in their assigned coverage area.
Key Responsibilities:
Programme Management (70%)
- Lead activities for smooth programme management across assigned LGAs.
- Line management: Build and manage a technically competent SMC project team.
- Planning: Oversee microplanning, implementer selection, training, database finalisation, last-mile distribution, SPAQ administration, and reverse logistics.
- Stakeholder engagement: Liaise with government, communities, and beneficiaries.
- Implementation: Ensure quality-assured SPAQ administration and innovative practices, including technology use.
- General management: Manage security, HR, risk, work planning, budgeting, and grant optimisation.
- Ensure operations comply with Malaria Consortium values and policies.
- Coordinate with government and internal MC functions.
Technical (20%)
- Support M&E activities, including SPAQ administration reporting and Lot Quality Assurance Sampling (LQAS).
- Support programme reviews: End-of-Cycle (EoC), End-of-Round (EoR) reviews, and coverage surveys.
Representations & Knowledge Management (10%)
- Identify lessons learned and apply adaptive management strategies.
- Harmonise efforts with other partners.
- Represent the programme at LGA levels and other relevant forums.
Qualifications and Experience:
- Training in Nursing or Public Health.
- Minimum of 5 years’ experience in public health programme management at LGA/state level.
- Experience managing project budgets and using digital data collection tools (DHIS2, ODK, KoboCollect, etc.).
- Knowledge of health information and disease surveillance systems, interoperability, and international standards.
- Experience with campaign-style interventions, social mobilisation, and SMC programmes is an advantage.
Work-Based Skills & Competencies:
- Good understanding of the Nigerian health system.
- Knowledge of communication for behaviour change and social mobilisation.
- Team player with ability to work independently.
- Ability to travel extensively within LGAs (at least 80% of the time).
- Excellent English communication skills and fluency in the dominant local language.
- Must be resident in the state of assignment.
Key Relationships:
- Reports to the State Project Manager and line-manages LGA Field Assistants.
- Maintains relationships with MC country office departments, LGA and State Malaria Elimination Programme staff, health staff, and community leaders.
- Leads microplanning, training, coordination, drug administration, supervision, and reporting at LGA level.
