🧭 Role Overview

The MHPSS & Protection Programme Manager will oversee implementation, monitoring, and management of mental health, psychosocial support, and protection programs in Maiduguri. This includes leading teams, ensuring quality standards, building capacity, coordinating with partners, and integrating cross-cutting issues like gender, child protection, and SGBV into programming.

This is a senior-level role requiring strong technical, leadership, and managerial expertise in humanitarian MHPSS and protection programming.

🔑 Key Responsibilities

1. Strategy & Context Analysis

  • Conduct continuous assessment of the humanitarian context and MHPSS needs
  • Integrate analysis into monthly Activity Progress Reports (APRs)
  • Support definition of project strategy and national sector strategy as needed
  • Map partners and actors to improve coordination and reduce duplication
  • Promote integration of MHPSS & Protection with other sectors (Nutrition, Health, WASH, etc.)

2. Project Implementation, Monitoring & Reporting

  • Implement assigned MHPSS & Protection projects aligned with ACF and international standards (SPHERE, IASC, WHO, mhGAP, PM+)
  • Coordinate training, supervision, and referral systems at PHCs, hospitals, and community levels
  • Organize workshops with authorities, partners, and communities
  • Monitor project performance using internal indicators and APR tools
  • Ensure donor visibility and quality reporting
  • Implement safety measures for teams and communities

3. Team Management & Capacity Building

  • Recruit and train project staff on ACF MHPSS & Protection methodologies and project cycle management
  • Lead, motivate, and manage the team, including performance evaluations and individual action plans
  • Conduct weekly clinical supervision and on-the-job coaching
  • Provide training in basic skills (e.g., PFA) for other departments

4. Quality, Accountability & Learning

  • Ensure project quality in line with ACF standards
  • Promote evaluation and impact assessment (internal needs assessments and external evaluations)
  • Implement complaints and feedback mechanisms
  • Capitalize on project experiences and document lessons learned

5. Gender & Protection Mainstreaming

  • Ensure gender and protection integration across all activities
  • Support teams in child protection and SGBV activities through training and monitoring
  • Conduct gender and protection assessments and integrate findings into project planning

6. Representation & Coordination

  • Coordinate activities with other ACF departments and partners for resource optimization
  • Represent ACF in sector coordination mechanisms (MHPSS WG, Health Cluster, CP and GBV sub-clusters)
  • Build and strengthen the capacities of local partners in MHPSS

7. Data Confidentiality

  • Ensure confidentiality of beneficiary data and clinical interviews
  • Maintain ethical and secure handling of sensitive information

🎓 Qualifications & Experience

  • Degree in Clinical Psychology, Psychology, Mental Health Counselling, or Public Health (Master’s preferred)
  • Minimum 4 years professional experience, including:
    • At least 3 years in humanitarian/INGO settings
    • At least 1 year in a managerial role
  • Strong knowledge of MHPSS service delivery and integration in primary health systems
  • Experience training and supervising health workers and community members
  • Familiarity with humanitarian contexts including IDPs, refugees, and host communities

  • Fluency in English and Hausa
