The Programme Officer – ECHO position with Christian Aid offers a dynamic opportunity to contribute meaningfully to humanitarian response efforts in Northwest and Northeast Nigeria, particularly in Katsina and Borno States. This 12-month fixed-term, full-time role is designed for experienced professionals who are passionate about delivering life-saving assistance to vulnerable populations affected by conflict, displacement, and other shocks.
Working under the supervision of the Project Manager, the Programme Officer will play a vital role in implementing the ECHO-funded Goyon Baya Response Project. The position combines technical expertise in Water, Sanitation and Hygiene (WaSH) with operational responsibilities in Multi-Purpose Cash Assistance (MPCA), ensuring that affected communities receive timely, appropriate, and dignified support.
A central component of this role is the operationalisation of the Rapid Response and Referral Mechanism (RRRM), which focuses on identifying urgent humanitarian needs and coordinating swift interventions. The Programme Officer will lead and support rapid needs assessments, beneficiary targeting, and delivery of assistance, while ensuring alignment with humanitarian standards and donor requirements.
In the area of WaSH, the Programme Officer will oversee activities such as rehabilitation of water points, installation of solar-powered systems, maintenance planning, and hygiene promotion campaigns. Ensuring functionality, sustainability, and community ownership of these interventions will be critical. At the same time, the officer will support MPCA processes, including beneficiary registration, communication, digital cash transfers, and post-distribution monitoring.
The role also emphasizes strong community engagement. The Programme Officer will work closely with local partners, community leaders, and field teams to ensure inclusive participation, accountability, and responsiveness. Establishing effective feedback and complaints mechanisms, as well as facilitating referrals to protection, health, and nutrition services, will be key responsibilities.
Monitoring, evaluation, and reporting form another core aspect of the job. The officer will contribute to baseline assessments, routine monitoring, market surveys, and data collection using digital tools such as KoboToolbox or ODK. Maintaining accurate documentation and producing timely weekly and monthly reports will support evidence-based decision-making and adaptive programme management.
Given the challenging operational environment, the role requires the ability to work in insecure and remote settings while adhering strictly to security protocols. The Programme Officer must also uphold safeguarding principles, including Prevention of Sexual Exploitation and Abuse (PSEA), and ensure data protection standards are maintained at all times.
The ideal candidate will hold a bachelor’s degree in a relevant field such as Social Sciences, Public Health, or Development Studies, along with at least 4–5 years of humanitarian experience, particularly in northern Nigeria. Strong technical knowledge in WaSH programming, experience in emergency response, cash-based interventions, and familiarity with coordination mechanisms are highly desirable.
