JOB OVERVIEW
The M&E Officer will support data quality management across state, LGA and community levels. The role will contribute to data collection, data quality checks, validation, analysis and reporting while supporting health facilities and LGA teams to strengthen data management systems.
KEY RESPONSIBILITIES
- Support the M&E Manager in implementing M&E activities, including data collection, quality checks and reporting.
- Build the capacity of LGA and health facility M&E officers in data quality management.
- Participate in monthly LGA data validation meetings and provide technical support.
- Conduct routine data quality assessments at health facilities in collaboration with LGA M&E officers.
- Support quarterly DQA exercises across primary and secondary health facilities in the state.
- Review health facility data monthly to identify and address data quality issues before reporting.
- Document data quality issues and communicate them to the M&E team and health facilities for correction.
- Develop follow up action plans and ensure identified data quality issues are resolved by LGA M&E officers and health facilities.
- Work with the MERL Manager, where applicable, to ensure data are collated, analysed and presented during review meetings.
- Represent the programme at technical forums, including M&E Subcommittee meetings.
- Perform other duties as assigned.
QUALIFICATIONS AND REQUIREMENTS
- B.Sc. in Statistics, Mathematics, Computer Science or a closely related discipline.
- Minimum of 4 years of relevant professional experience.
- A postgraduate qualification in Medical Statistics, Epidemiology or a related discipline is an added advantage.
- Strong understanding of M&E systems in Nigeria or comparable country contexts.
- Familiarity with data validation tools.
- Excellent knowledge and practical use of DHIS2.
- Excellent computer skills, particularly Microsoft Excel.
- Proficiency in at least one statistical software package, preferably Stata, or alternatively SPSS or R.
- Knowledge of other data software, including mapping software, is an advantage.
- Demonstrated experience managing programme data and supporting programme objectives.
- Strong understanding of health system dynamics and data management challenges.
- Excellent spoken and written English.
- Strong report writing skills.
- Ability to work under pressure and flexibility to work additional hours when necessary.
- Strong negotiation and communication skills with the ability to clearly express views and ideas.
