Through its Center for Advocacy and Policy, PATH works with governments, regional institutions and multilateral organisations to turn evidence into policy adoption, sustainable financing and stronger health systems.
ABOUT THE OPPORTUNITY
PATH is building a roster of experienced consultants and specialist organisations to provide technical support for short-term, project-based assignments in health policy advocacy and communications.
Selected consultants will support defined assignments across sub-Saharan Africa, donor capitals and multilateral forums.
This opportunity is particularly relevant to professionals with expertise in health policy, government engagement, advocacy strategy, health financing, research, strategic communications and international development.
AREAS OF CONSULTANCY
- POLICY ANALYSIS AND GOVERNMENT ENGAGEMENT
Political economy analysis, stakeholder mapping and influence strategies.
Technical policy engagement with ministries of health, ministries of finance and national regulatory authorities.
Government relations and engagement with regional and multilateral institutions.
- ADVOCACY STRATEGY AND CAMPAIGNS
Design and implementation of advocacy campaigns.
Development of theories of change, power mapping, messaging and narrative strategies.
Coalition building and mobilisation to influence specific policy, budget and financing decisions.
- HEALTH FINANCING AND PUBLIC FINANCIAL MANAGEMENT
Budget cycle engagement and domestic resource mobilisation.
Development of investment cases.
Analysis of debt, fiscal space and public financing for health.
- RESEARCH AND EVIDENCE SYNTHESIS
Rapid evidence reviews and research synthesis.
Preparation of policy briefs, positioning papers, technical reports and presentations.
Translation of complex research into actionable policy recommendations.
- DATA VISUALISATION AND STORYTELLING
Transforming complex data into accessible and persuasive visual content.
Developing evidence-based narratives to support policy and advocacy objectives.
- STRATEGIC COMMUNICATIONS AND MEDIA
Media strategy development.
Preparation of opinion articles, press materials and advocacy communications.
Polling, public opinion research and campaign launch packages.
- REGIONAL AND MULTILATERAL ADVOCACY
Support for advocacy initiatives involving the African Union, Africa CDC, AUDA-NEPAD and the African Medicines Agency.
Engagement with WHO governing bodies, the Global Fund, Gavi and Unitaid.
- FACILITATION AND EVENT MANAGEMENT
Designing and facilitating collaborative processes involving government officials, donors, civil society organisations and researchers.
Managing group dynamics across different stakeholder interests.
Planning and delivering high-level regional and global events.
- ADVOCACY AND FUNDING PROPOSALS
Developing advocacy and funding proposals for philanthropic, bilateral and multilateral donors.
Translating advocacy strategies into competitive proposals with clear theories of change.
QUALIFICATIONS AND CORE REQUIREMENTS
Applicants must demonstrate:
Experience in health policy, advocacy or government engagement in low- and middle-income countries or multilateral settings.
Fluency in English.
Strong client-facing communication and facilitation skills.
Ability to work independently in dynamic, multicultural and politically sensitive environments.
Strong project management skills.
ADDITIONAL ADVANTAGES
The following qualifications and experience are desirable:
A degree in Public Policy, Public Health, Economics, International Development or a related field, or equivalent experience.
Demonstrated success designing and implementing advocacy or political campaigns that achieved a defined change in government policy, budgets or public commitments.
Experience in coalition building, grassroots or grasstops mobilisation and narrative strategy.
Systems thinking and problem-mapping skills.
Experience with digital campaigns, earned media, audience targeting and rapid-response communications.
Professional proficiency in French or Portuguese.
Direct experience advising ministries of health or finance, national regulatory authorities, legislatures or regional institutions.
Specialist expertise in one or more of the following areas:
Health financing and public financial management.
Regulatory systems policy.
Global health security.
Digital health and data systems.
Artificial intelligence in health.
Non-communicable diseases.
Climate and health.
Investment-case economics.
Media and strategic communications.
Polling and public opinion research.
Established relationships with health policymakers and professional networks in priority countries.
Knowledge of international donors and health financing mechanisms.

The consultancy roster covers candidates and organisations based in or able to work across multiple locations, including:
Nigeria, Abuja Project Office.

WORK ARRANGEMENT AND DURATION
Engagements will be short-term and project-based.
Assignments will be offered as needs arise.
