Request for Proposal: Consultancy for Data-Informed Needs Assessment – TaRL Nigeria

Teaching at the Right Level (TaRL Africa) Nigeria is seeking a qualified consultant or firm to conduct a data-informed needs assessment aimed at strengthening foundational learning and scaling the Teaching at the Right Level (TaRL) approach in selected Nigerian states. The consultancy will run from March to June 2026 and is based at TaRL Africa’s Nigeria Country Office in Abuja.

Background

Many children in Nigeria continue to struggle with foundational literacy and numeracy at grade-appropriate levels, with disparities across regions due to variations in system capacity and teacher support. TaRL Africa partners with governments and development organizations to implement evidence-based remedial learning interventions. This consultancy will generate actionable evidence to inform planning, policy alignment, and implementation of foundational learning programmes.

Purpose and Objectives

The consultancy will:

  • Generate data on literacy and numeracy outcomes to identify priority needs.
  • Map teacher development, mentoring, and instructional support systems.
  • Analyze education data-use practices and planning mechanisms.
  • Validate findings with state stakeholders.
  • Produce a national synthesis report and concise policy brief for federal-level decision-making.

Scope of Work

  • Preparatory Phase: Review relevant documents, finalize methodology, secure ethical approvals, pilot tools, and submit an inception report.
  • Data Collection: Conduct assessments, key informant interviews, and focus group discussions across sampled schools and learning centres.
  • Analysis and Reporting: Produce state-level, regional, and national reports, datasets, and a policy brief.
  • Dissemination and Validation: Facilitate regional workshops, incorporate feedback, and support federal-level dissemination.

Geographic Scope

  • Region A: Benue, Plateau, Kogi, Taraba, Ebonyi
  • Region B: Ogun, Ondo, Cross River, Rivers, Enugu

Deliverables

  • Inception report, clean datasets, draft and final state-level reports
  • Regional synthesis reports and inputs to national synthesis
  • National policy brief, validation workshop reports, and final validated national synthesis report
