Expression of Interest — Renewed Hope Smallholder Support & Value‑Chain Fund (RH‑SHF)

The Bank of Agriculture (BOA) invites eligible and competent Farmer Aggregator Companies (FACs) to express interest in participating as accredited aggregation partners under the Renewed Hope Smallholder Support and Value‑Chain Fund (RH‑SHF). RH‑SHF provides affordable credit, quality inputs, extension services and guaranteed market off‑take to smallholder farmers. Aggregators will mobilize farmers, distribute inputs, provide production support, aggregate harvests and facilitate market linkages.

Eligibility criteria

– Registered with the Corporate Affairs Commission (CAC) — provide Certificate of Incorporation and relevant CAC forms. 

– Minimum of 3 years’ experience in agricultural produce aggregation, out‑grower management or value‑chain coordination. 

– Proven track record working with smallholder farmers in clusters/cooperatives. 

– Annual turnover of at least ₦500,000,000 (Five Hundred Million Naira). 

– Audited financial statements for the last three years. 

– Valid Tax Clearance Certificates (2022, 2023, 2024). 

– Evidence of compliance with PENCOM, ITF and NSITF. 

– Operational bank account with the Bank of Agriculture (to be opened post submission, if successful). 

– NIRSAL Letter of Intent to Guarantee (where applicable).

Required submission documents (PDF, clearly labeled)

– Formal application letter / cover letter. 

– Certificate of Incorporation and CAC forms (CAC 2 & 7 or CAC 1.1). 

– Memorandum & Articles of Association. 

– Audited accounts for 2022, 2023 and 2024. 

– Tax Clearance Certificates for 2022, 2023 and 2024. 

– PENCOM, ITF and NSITF compliance certificates. 

– Interim Registration Report (IRR) — National Database of Contractors. 

– Evidence of registration with NASC, NAIDA or other relevant regulatory bodies. 

– Bank reference letter and bank statement for the last 12 months. 

– Evidence of past similar projects (last 3 years). 

– Details of warehousing and logistics capacity. 

– Economic of Production (EOP) for the targeted cash crops (Excel). 

– Credit Appraisal Memorandum (if applicable). 

– Any other supporting documents that demonstrate capacity and compliance.
