🔹 About the Role

The Project Officer – MEAL will be responsible for coordinating and implementing Monitoring, Evaluation, Accountability and Learning (MEAL) activities for the project. The successful candidate will monitor project performance, manage beneficiary databases, conduct assessments and evaluations, support accountability mechanisms, analyse project data and contribute to high-quality donor reporting.

The officer will work under the supervision of the Program Manager, while collaborating closely with the MEAL Coordinator, ICT4D Specialist, program teams, field staff, enumerators and other stakeholders.

🔹 Key Responsibilities

• Track project performance against established indicators.
• Develop, review and test M&E tools.
• Establish and manage beneficiary databases.
• Conduct baseline, monitoring, post-activity and evaluation exercises.
• Carry out household-level surveys and market assessments.
• Clean, analyse and interpret project data.
• Support mid-term, real-time and final evaluations.
• Promote the use of ICT4D solutions for registration, monitoring and surveys.
• Develop electronic questionnaires using Kobo Collect and other relevant platforms.
• Train and supervise enumerators and field data-collection teams.
• Manage beneficiary feedback and complaints mechanisms in collaboration with the Accountability Officer.
• Prepare baseline, monitoring, evaluation and accountability reports.
• Maintain project MEAL-related IT equipment and records.
• Document lessons learned, best practices, innovations and success stories.
• Compile annual beneficiary data and provide recommendations for improved programming.

🎓 Qualifications & Requirements

Applicants should have:

• A Bachelor’s or Master’s degree in Information Technology Management, Statistics or another relevant field.
• At least 4 years of full-time experience in Monitoring, Evaluation, Accountability and Learning (MEAL), preferably with an international NGO.
• Strong experience in database management.
• Experience using statistical/data-management tools such as Microsoft Excel, Access, SPSS, EPI-INFO or STATA.
• Knowledge of Microsoft Power BI is an added advantage.
• Familiarity with GIS and GPS technology.
• Strong knowledge of ICT tools used for MEAL.
• Experience with electronic data collection platforms such as Kobo Collect.
• Strong analytical, reporting and communication skills.
• Experience training and supervising enumerators.
• Ability to work under pressure and meet deadlines.
• Strong interpersonal and teamwork skills.
• Commitment to gender-responsive, safe and dignified programming.
• Understanding of safeguarding and protection from sexual exploitation and abuse.

🗣️ Language Requirement

Applicants must be proficient in:

• English
• Hausa

The position is particularly suited to an experienced MEAL/M&E professional with strong quantitative analysis, database management and field research skills, especially someone who has worked with an international NGO or humanitarian/development organisation.
