Datasphir is looking for a Programme Delivery and Operations Manager to help turn strategy, contracts and service commitments into successful technology programmes that are delivered on time, within scope and with clear evidence and reporting.

JOB PURPOSE

The Programme Delivery and Operations Manager will be responsible for coordination, planning, delivery control, governance and operational reporting across Datasphir’s technology programmes.

The successful candidate will work closely with technical teams and leadership while ensuring that programmes remain visible, accountable and aligned with agreed commitments.

Technical decisions and implementation will remain with the relevant technical leads. The Programme Delivery and Operations Manager will report directly to the CEO.

KEY RESPONSIBILITIES

1. Translate contracts, strategies and approved initiatives into programmes, projects and workstreams.
2. Develop work breakdown structures, integrated plans, milestones, dependencies and acceptance criteria.
3. Maintain schedules, action registers, decision logs, risk registers and change records.
4. Identify delivery delays and agree appropriate recovery actions when programmes or projects fall behind schedule.
5. Maintain a consolidated programme portfolio and support leadership in assessing new initiatives before commitments are made.
6. Track budgets, commitments, forecasts, invoices and variances in collaboration with Finance.
7. Assemble evidence required for milestone invoicing and audits.
8. Establish proportionate governance structures and prepare decision papers for leadership.
9. Produce weekly, monthly and quarterly delivery and operational reports for relevant audiences.
10. Coordinate technology incidents and service outages through to root cause identification and corrective action without taking over engineering responsibilities.
11. Build practical delivery discipline across teams and reduce unnecessary escalation of routine matters to the CEO.
12. Coordinate closely with technical teams to ensure delivery commitments remain on track.

REQUIREMENTS AND EXPERIENCE

1. At least 5 years of experience managing complex technology, infrastructure or digital service projects.
2. Experience managing projects across several organisations or independent teams.
3. Hands-on experience with project budgets, forecasting, risk management and change control.
4. Experience producing concise reports for senior leadership.
5. Experience coordinating operational incidents or technology service delivery.
6. Strong facilitation and follow-through skills.
7. Ability to work effectively with engineers and technical teams without being the principal technical engineer.
8. Excellent written and spoken English.

DESIRABLE

1. Working knowledge of French.
2. Experience working with research and education networks.
3. PRINCE2 certification.
4. PMP certification.
5. MSP certification.
6. ITIL certification or a similar project, programme or service management qualification.

IDEAL CANDIDATE

The ideal candidate should be highly organised, comfortable managing multiple priorities and capable of turning strategic commitments into practical delivery plans.

The candidate should also be confident working across leadership, finance and technical teams, maintaining accurate delivery records, identifying risks early and ensuring that agreed actions are followed through.
