ABOUT THE ASSIGNMENT

Christian Blind Mission International CBM is seeking a qualified consultant or consulting firm to conduct a Multi-Sectoral Needs Assessment MSNA in selected Local Government Areas of Borno State.

The assessment will generate an updated, evidence-based overview of the humanitarian situation and needs of IDPs, returnees, refugees and host communities, including persons with disabilities.

The findings will support humanitarian response planning, sector prioritisation, programme design and improved disability-inclusive programming.

SECTORS COVERED

The assessment will focus on:

1. Protection, including Sexual and Gender-Based Violence SGBV and Disability-Based Violence.
2. Education in Emergencies EiE.
3. Livelihoods.
4. Water, Sanitation and Hygiene WASH.
5. Mental Health and Psychosocial Support MHPSS.
6. Disability Inclusion.

GEOGRAPHICAL SCOPE

The assessment is expected to cover selected LGAs in Borno State, including:

Mafa

Kaga

Bama

Magumeri

Final LGA selection will be jointly confirmed with CBM following an updated access and security review and consultation with relevant authorities and sector coordination groups.

KEY OBJECTIVES

The MSNA will:

Assess humanitarian needs and variations across geographic areas, population groups and vulnerability profiles.

Identify service gaps affecting persons with disabilities, IDPs, refugees, returnees and host communities.

Map humanitarian actors and existing interventions in selected LGAs.

Identify least-served locations and at-risk population groups.

Assess security, access and climate-related risks.

Assess community coping capacities and existing humanitarian interventions.

Evaluate the disability inclusion of current humanitarian programmes.

Produce state-level comparative analysis and actionable recommendations.

METHODOLOGY

The assessment will use a rigorous mixed-methods and participatory approach involving both quantitative and qualitative data collection.

Methods will include:

1. Desk review.
2. Quantitative household surveys.
3. Key Informant Interviews KIIs.
4. Focus Group Discussions FGDs.
5. Direct observation.
6. Facility and infrastructure accessibility audits.

The assessment should include meaningful participation of women, men, children, adolescents, persons with disabilities, IDPs, returnees and host communities.

The household survey should use appropriate sampling and disability screening, including the Washington Group Short Set WG-SS.

KEY ACTIVITIES

The selected consultant or firm will be expected to:

Develop and submit an inception report and detailed assessment methodology.

Conduct literature reviews and stakeholder consultations.

Develop and test data collection tools.

Recruit, train and deploy community/LGA-based enumerators.

Conduct household surveys, KIIs, FGDs and facility observations.

Ensure data quality, validation, cleaning and analysis.

Disaggregate data by state, LGA, sex, age, displacement status, disability and other relevant characteristics.

Conduct data triangulation and needs prioritisation.

Prepare preliminary findings and draft reports.

Conduct stakeholder validation and incorporate feedback.

Submit final reports, datasets and recommendations.

Prepare a PowerPoint presentation summarising key findings.

EXPECTED DELIVERABLES

1. INCEPTION REPORT

Includes desk review findings, methodology, stakeholder list, tools, sampling plan and detailed work plan.

Expected submission: 5 October 2026.

2. ENUMERATOR TRAINING, DEPLOYMENT AND READINESS REPORT

Includes documentation of PSEA, safeguarding and disability-inclusion training.

Expected submission: 10 October 2026.

3. DRAFT FIELD ASSESSMENT REPORT

Includes comprehensive analysis, preliminary findings, recommendations, locations covered and field challenges.

Expected submission: 22 October 2026.

4. FINAL ASSESSMENT REPORT AND DATABASE

Includes validated and cleaned datasets, annexes, photographs and revisions based on CBM feedback.

Expected submission: 28 October 2026.

5. FINAL POWERPOINT PRESENTATION

Maximum 15 slides, summarising key findings and recommendations, including a one-page summary for each state and an evaluation brief.

Expected submission: 31 October 2026.

TEAM REQUIREMENTS

TEAM LEADER/ASSESSMENT COORDINATOR

Minimum Master’s degree in Sociology, Economics, Social Work, Development Studies, Public Health, Monitoring and Evaluation, Humanities, Social Sciences, Law or a related field.

At least 7 years of relevant professional experience in qualitative and quantitative research, assessments, surveys, data collection and analysis.

Experience designing data collection tools and managing field teams across multiple locations.

Strong professional report-writing skills.

Humanitarian or development-sector assessment experience is preferred.

Experience conducting assessments across North-East Nigeria is an advantage.

DATA MANAGER AND ANALYST

Bachelor’s or Master’s degree in Data Science, Statistics, Econometrics, Monitoring and Evaluation, Mathematics, Biostatistics, Epidemiology, Public Health or related field.

At least 3 years of relevant experience in multi-sectoral needs assessments or evaluation surveys.

Advanced knowledge of quantitative and qualitative research software.

Strong analytical skills and experience producing disaggregated and comparative analysis.

ENUMERATORS

Minimum Bachelor’s degree or equivalent in any field.

Proven experience conducting community assessments or surveys.

Knowledge of local dialects and terrain in the target communities/LGAs.

Residents of the relevant communities or LGAs are strongly advantageous.

DO-NO-HARM AND SAFEGUARDING

The consultant must comply with CBM’s safeguarding, PSEA, confidentiality, disability-inclusion and do-no-harm requirements.

Particular care must be taken when engaging children and other vulnerable groups. Appropriate consent procedures must be followed, and respondent information must remain confidential.

1. Technical proposal covering the approach, methodology, work plan, flow chart, timeline and team composition.
2. Financial proposal with detailed budget breakdown.
3. Organisational profile and relevant experience.
4. At least two recent examples of evaluation reports or two professional references.
5. Statement of availability of proposed team members.
6. Signed CVs of team members.
7. Tax Clearance Certificate/TIN.
8. Any other relevant supporting documents.

Experience with ECHO-funded work and previous MSNA assignments across Borno, Adamawa and Yobe is desirable.
