ABOUT INTERNATIONAL RESCUE COMMITTEE

The International Rescue Committee (IRC) responds to humanitarian crises around the world by helping people affected by conflict and disaster to restore health, safety, education, economic wellbeing, dignity, and control over their futures.

IRC has operated in Nigeria since 2012 and currently implements humanitarian programmes across sectors including health, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security, and livelihoods.

JOB OVERVIEW

The Advocacy and Community Liaison Officer will support the design and implementation of advocacy, stakeholder engagement, and community liaison strategies to strengthen programme visibility, government engagement, community participation, policy influence, and accountability to affected populations.

The officer will serve as a link between IRC, communities, government stakeholders, partners, civil society organizations, and other relevant actors. The role will also support evidence generation, stakeholder mapping, policy engagement, community feedback mechanisms, and strategic relationship management.

KEY RESPONSIBILITIES

Support advocacy and community engagement strategies aligned with IRC country programme priorities.

Engage government ministries, community leaders, civil society organizations, humanitarian actors, and other stakeholders.

Strengthen communication between IRC field teams and external stakeholders at state and community levels.

Document humanitarian needs, community concerns, programme impact, and community voices to inform advocacy.

Support community consultations, stakeholder meetings, engagement forums, advocacy events, campaigns, and policy dialogues.

Strengthen community feedback and accountability mechanisms across programme locations.

Monitor humanitarian, political, policy, and community developments relevant to IRC programming.

Support protection mainstreaming, accountability, and community participation across programmes.

Represent IRC at coordination meetings, community meetings, stakeholder forums, and external engagements as assigned.

Contribute to proposal development through context analysis, stakeholder mapping, and advocacy inputs.

Support the preparation of advocacy briefs, talking points, donor engagement materials, reports, briefing notes, and external communication products.

Identify partnership and collaboration opportunities with government and non-government stakeholders.

Support donor visits, high-level field visits, and stakeholder engagement planning.

Conduct stakeholder analysis and mapping.

Support documentation of client stories, community feedback, programme outcomes, and lessons learned.

Coordinate with MEAL and technical teams to generate evidence for advocacy.

Maintain effective working relationships with government agencies, community leaders, CSOs, UN agencies, INGOs, NGOs, donors, development partners, media representatives, and community-based organizations.

QUALIFICATIONS AND REQUIREMENTS

Bachelor’s degree in Political Science, International Relations, Mass Communication, Development Studies, Social Sciences, Public Administration, Law, or a related field.

Master’s degree is an added advantage.

Minimum of 3 to 5 years of experience in advocacy, community engagement, stakeholder coordination, humanitarian programming, or a related field.

Experience working with NGOs, INGOs, government institutions, or humanitarian organizations.

Experience in the Northeast or Northwest Nigeria humanitarian context is highly desirable.

Demonstrated experience engaging government stakeholders, communities, and partners.

Strong advocacy and stakeholder engagement skills.

Excellent report writing, presentation, and communication skills.

Understanding of humanitarian principles, accountability frameworks, and protection mainstreaming.

Strong community engagement and facilitation skills.

Experience in coordination, representation, and partnership management.

Ability to analyze contextual and policy developments.

Strong documentation and storytelling abilities.

Strong interpersonal, organizational, coordination, and relationship-building skills.

Ability to work independently and collaboratively in multicultural environments.

Ability to manage multiple priorities under pressure.

Strong problem-solving and critical thinking skills.

High level of professionalism, integrity, and diplomacy.

LANGUAGE REQUIREMENTS

Fluency in English is required.

Knowledge of Hausa, Kanuri, or other local languages is an added advantage.

COMPUTER SKILLS

Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.

Experience using online communication and collaboration platforms.

Strong digital documentation and reporting skills.

Ability to use social media and digital engagement tools is an advantage.

REPORTING STRUCTURE

The position reports to the Advocacy and Communications Coordinator, with technical collaboration involving the Field Coordinator, Programme Coordinators, MEAL, Protection, and Field Management teams.
