Malaria Consortium is recruiting an experienced professional for the position of State Campaign Manager to lead the planning, coordination and implementation of the 2026 Insecticide-Treated Net (ITN) Mass Distribution Campaign in Borno State.

ABOUT THE ROLE

The State Campaign Manager will provide technical and managerial leadership for the ITN distribution campaign in Borno State.

The successful candidate will be responsible for coordinating campaign planning, implementation, logistics, demand creation, monitoring and evaluation, financial management and reporting. The role will involve close collaboration with Malaria Consortium teams, the National Malaria Elimination Programme (NMEP), State Ministry of Health officials, community leaders, health teams and other campaign partners.

KEY RESPONSIBILITIES

The State Campaign Manager will:

• Oversee the coordination, planning and implementation of ITN campaign activities
• Develop and monitor ITN distribution work plans and budgets
• Support recruitment, supervision and management of Work Stream Advisors and Campaign Technical Assistants
• Coordinate LGA-level microplanning and compile microplans into state-level plans
• Develop ITN pre-positioning plans for LGAs
• Coordinate advocacy and planning meetings at state and national levels
• Support procurement and timely availability of campaign materials
• Coordinate ITN logistics, warehousing and distribution activities
• Liaise with logistics providers and the State Ministry of Health on ITN movement
• Coordinate training for state, LGA, community volunteers and health workers
• Manage and supervise field personnel involved in the distribution exercise
• Identify and coordinate responses to campaign implementation bottlenecks
• Support demand creation, household mobilization and community engagement activities
• Monitor household registration and ITN distribution to beneficiaries
• Support monitoring and evaluation of campaign performance indicators
• Track campaign expenditure and ensure timely financial accountability
• Maintain effective relationships with government officials, health teams, partners and other stakeholders
• Document lessons learned and support their integration into future campaign activities
• Ensure compliance with security protocols and project policies
• Represent Malaria Consortium at relevant technical working groups and coordination forums
• Prepare state-level debriefing and campaign reports upon completion of the campaign

QUALIFICATIONS AND EXPERIENCE

Applicants should have:

• Bachelor’s Degree or higher in Health Sciences, Social Sciences or a related field
• Minimum of 7 years’ experience in a related or similar role
• Minimum of 3–5 years’ experience in a managerial position
• Previous experience leading and implementing projects or campaigns
• Familiarity with mass ITN campaigns in Nigeria and relevant implementation guidelines
• Experience conducting and coordinating trainings
• Strong knowledge of ITN procurement, logistics, warehousing, security, demand creation and distribution processes
• Previous experience managing funds and short-term projects
• Excellent knowledge of Microsoft Word, Excel and PowerPoint

DESIRABLE EXPERIENCE

• Understanding of preventive malaria control strategies
• Previous experience working in hard-to-reach locations
• Familiarity with NMEP and SMEP strategies and guidelines
• Experience using participatory adult-learning techniques
• Previous hands-on experience with mass ITN distribution campaigns
