Disaster Preparedness Officer Job at ZOA Nigeria – Borno State

ZOA Nigeria is recruiting a Disaster Preparedness Officer to support the implementation of Disaster Risk Reduction (DRR), Disaster Preparedness (DP), Early Warning Systems (EWS), Anticipatory Action (AA), emergency response and livelihood resilience activities across vulnerable communities in Borno State.

The successful candidate will work closely with government authorities, consortium partners, humanitarian organisations and community structures to strengthen disaster preparedness, risk analysis, early warning, contingency planning and community resilience.

Key Responsibilities

The Disaster Preparedness Officer will:

  • Support DRR and disaster preparedness activities at community and LGA levels.
  • Conduct and support hazard, vulnerability, capacity and disaster risk assessments, including EVCA.
  • Support the development and review of contingency, preparedness and evacuation plans.
  • Strengthen community preparedness structures, volunteers and local emergency committees.
  • Support the operationalisation of Early Warning Systems and Early Action Protocols.
  • Work with relevant agencies including NiMet, NIHSA, NEMA, SEMA and local emergency structures to improve early warning and early action.
  • Support risk communication and dissemination of timely, actionable early warning messages.
  • Facilitate community training, awareness activities, simulation exercises and evacuation drills.
  • Support communities to develop and implement Community Action Plans.
  • Support rapid needs assessments following disasters or activation of anticipatory action triggers.
  • Contribute to emergency interventions, including Shelter, WASH, NFIs and livelihood protection.
  • Integrate climate and disaster risk considerations into livelihood programming.
  • Support field monitoring, reporting, documentation, lessons learned and After-Action Reviews.
  • Promote protection, safeguarding, gender equality, disability inclusion, conflict sensitivity and accountability.

Qualifications and Experience

Applicants should have:

  • A Bachelor’s degree in Disaster Management, Emergency Management, Environmental Sciences, Development Studies, Social Sciences, Agriculture, Geography or a related field.
  • At least 3 years of relevant experience in DRR, disaster preparedness, anticipatory action, emergency response, livelihoods, resilience or humanitarian programming.
  • Experience in risk assessments, EVCA, community mobilisation, training, contingency planning or simulation exercises.
  • Good understanding of Early Warning Systems and community-based disaster risk management.
  • Experience with NGOs, government institutions or humanitarian organisations is an advantage.
  • Experience in Borno State or other complex humanitarian environments is desirable.
  • Knowledge of Sphere Standards, CHS, AAP, protection and conflict sensitivity is an advantage.
  • Fluency in English; Hausa and Kanuri are highly desirable.

Key Competencies

Candidates should demonstrate strong communication, facilitation, teamwork, coordination, analytical, planning and problem-solving skills. They must be willing to travel frequently to project locations and work effectively in challenging field environments.

Duty Station

The position is based in Biu, Borno State, with frequent travel to project communities and LGAs. The successful candidate will be required to comply with ZOA’s security, safety, safeguarding, access and operational procedures.
